Figure 4. 2 illustrates the flood prone areas of Indian River County based on the <br /> FIRMs . Two numerical models predict the effects of storm surge in Indian Ri er County . <br /> The older model , developed by NOAH , is called the " Sea , Lake and Overland Surges from <br /> Hurricanes" ( SLOSH ) model . Figure 4 . 3 shows the storm Category 1 , 3 , and 5 surge zones <br /> as predicted by the SLOSH model for Indian River County . According to the Florida Coastal <br /> Management Program , 43 . 2 % of residents in Indian River County live in the Category 1 <br /> Surge Zone . <br /> Figure 4. 2 can be used to determine the extent of the flooding hazard in each of <br /> the six jurisdictions represented by this plan . Overall , the flooding hazard int e <br /> unincorporated areas of the County varies . The extreme western unincorporated portions of <br /> the County are located in FEMA NFIP flood zones A, AE , and AO . <br /> Table 4 .2 describes the definitions of each of the FEMA flood zones . <br /> Table 4 . 2 . Federal Emergency Management Agency Flood Zones , <br /> Zone Description <br /> A An area inundated by 1 % annual chance flooding , for which no Base Flood <br /> Elevations BFEs have been determined . <br /> AE An area inundated by 1 % annual chance flooding , for which BF s have been <br /> determined . <br /> An area inundated by 1 % annual chance flooding ( usually an area of <br /> AH ponding ) , for which BFEs have been determined ; flood depths range from 1 to <br /> 3 feet . <br /> ANI An area not included in mapping . <br /> AO An area inundated by 1 % annual chance flooding , for which avr= rage depths <br /> and velocities have been determined ; flood depths range from 1 to 3 feet . <br /> OFFFIRM An area located off of the Flood Insurance Rate Map . <br /> UNDES A body of water, such as a pond , lake , ocean , etc. , located within a <br /> communi 's jurisdictional limits that has no defined hazard . <br /> VE An area inundated by 1 % annual chance flooding with velocity azard (wave <br /> action ) ; no BFEs have been determined . <br /> X An area that is determined to be outside the 1 % and 0 . 2% annual chance <br /> flood plains . <br /> An area inundated by 0 . 2 % annual chance flooding ; an area inundated by <br /> X500 1 % annual chance flooding with average depths of less than 1 foot or with <br /> drainage areas of less than 1 square mile ; or an area protected by levees for <br /> 1 % annual chance flooding , <br /> The western portions of the City of Vero Beach are in the 500-year floodplain , <br /> while portions of the City located to the east of the coastal ridge are located in the AE zone . <br /> There are also portions of the barrier island in the City of Vero Beach that are subject to <br /> wave action . <br /> The Town of Indian River Shores , which is located entirely on the barrier island , <br /> has a great potential for flooding . The majority of the coastal land along the Atlantic Ocean <br /> is subject to wave action and is located in the NFIP VE flood zone .
