It is permitted <br /> with a final cover meeting the requirements of Rule 62 -701 . 600 ( 5 ) (g) , F . A . C . The <br /> proposed cover system consists of a 40-mil thick textured linear low-density <br /> polyethylene (LLDPE) geomembrane, a 24-in. thick protective soil layer, and sod . The <br /> landfill final cover is permitted for : (i) 4H : 1V slopes from EL . 25 to EL . 55 ft ; (ii) <br /> 3H : IV slopes with a 20- ft wide bench at every 20 ft of vertical rise from EL . 55 to EL . <br /> 135 ft ; and (iii) 18H : 1V slopes from EL . 135 to EL . 145 ft. GeoSyntec understands <br /> that the proposed cover system has been constructed over a portion of Segment 2 (from <br /> EL. 25 to EL. 55 ft with the 4H : 1V sideslopes) . In order to maximize the disposal <br /> capacity of the landfill, the IRC SWDD has proposed to eliminate the benches by using <br /> 311 : IV slopes from EL. 55 to EL . 145 ft with one stormwater bench at EL . 85 ft . An <br /> application for this vertical expansion of Segment 2 was also included as part of the <br /> renewal operations permit application submitted to FDEP in July 2004 . GeoSyntec also <br /> understands that FDEP has approved the proposed vertical expansion of Segment 2 . <br /> The IRC SWDD would like to raise the final elevation of the entire Class I landfill <br /> ( Segment 1 , Infill Area and Segment 2) to the proposed elevation in the updated Master <br /> Plan. A liner system will be required for the unlined top (EL. 129 . 5 ft) of Segment 1 <br /> used for the C&D expansion . This liner system must tie into the existing liner system <br /> for the Infill Area. <br /> PROPOSED SCOPE OF WORK <br /> The proposed scope of work includes activities to be performed on behalf of the <br /> IRC SWDD for the design and permitting services for the vertical expansion . The <br /> scope of work is based on the requirements of Chapter 62 -701 (effective 27 May 2001 ) , <br /> F .A. C . GeoSyntec will provide all engineering services necessary to complete the <br /> permit application and address any comments or requests for additional information <br /> from FDEP for issuance of the permit for the landfill vertical expansion. For the <br /> purpose of budgeting, the scope of work has been divided into three main tasks : <br /> • Task 1 — General Consulting/Meeting Support/Project Management ; <br /> • Task 2 — Design and Permit Application ; and <br /> • Task 3 — Environmental Resource Permit (ERP) Modification . <br /> XL05065UL050010-final <br />
