Polly Kratman <br /> Indian River County <br /> 7 June 2005 <br /> Page 6 <br /> • perform slope stability (liner system, interim and final configurations, and <br /> veneer stability of the final cover system) and settlement evaluations for the <br /> proposed vertical expansion ; <br /> • modify the existing gas collection system to control gas pressure buildup under <br /> the liner system of the expansion areas ; <br /> • prepare permit drawings (with adequate details for permitting) for the proposed <br /> expansion of the landfill (approximately 20 sheets of D- size, 24 inches by 36 <br /> inches) ; <br /> • prepare Technical Specifications and a Construction Quality Assurance (CQA) <br /> Plan for all components of construction for the landfill expansion ; <br /> • revise the facility operating plans (Operations Plan, Leachate Management <br /> Plan, Gas Management Plan, and Closure Plan) to incorporate changes, as <br /> needed, from the proposed vertical expansion ; <br /> • prepare financial assurance cost estimate for closure and long-term care of the <br /> proposed expansion; and <br /> • complete the required FDEP form (62-701 . 900( 6)) and prepare the supporting <br /> plans and engineering reports . <br /> Design Analyses <br /> The vertical expansion area of the closed, unlined Segment 1 requires a liner <br /> system that will tie into the existing liner system for the Infill Area. No new liner <br /> system will be required for the vertical expansion of Segment 2 and Infill areas since <br /> these areas are already lined . Similarly, a final cover system meeting the requirements <br /> of Rule 62 - 701 . 600 (5 )(g) , F . A . C . will be required for the vertical expansion of the <br /> Segment 1 area. The geosynthetic and soil components of the liner and final cover <br /> systems will be selected , and the performance will be evaluated by appropriate analyses . <br /> Overall global stability of the landfill under interim and final configurations and the <br /> veneer stability of the final cover system will be evaluated at critical locations .
