The County Attorney advised the Board that the Tax Assessor <br />and Tax Collector have agreed and suggested that the percentage in <br />the draft of the proposed bill pertaining to the consolidation of the <br />tax assessment and collection offices of the City of Vero Beach and <br />the County be changed from 2% to 1% in Section 8 of the proposed 411; <br />and it was moved by Commissioner Macdonald, seconded by Commissioner <br />McCullers and unanimously carried, that the Board accept this proposition. <br />A letter from Attorney L. B. Vocelle, representing Mr. B6 -tram <br />J. Bellay, owner of Bell-Aycres Subdivision, in Tract 1, Section 16, T <br />Township 33S, Range 39E, requesting that the entire subdivision be <br />vacated and abandoned was referred to the County Adininistrator for <br />study and information on how county roads and drainage would be affected. <br />Mr. Merrill P. Barber, a member of the East Central Florida <br />Regional Planning Council from Indian River County, introduced Mr. <br />Claude Wolfe, Chairman of the Council; Mr. F. B. Surgine, a memberyof <br />the Council from Orange County; and Mr. Robert H. Doyle, Executives <br />Director of the Council who presented a progress report and review of <br />the accomplishments of the Council in Indian River County and the <br />entire area, wThehe included aerial photographs, preliminary regional <br />planning.(major highway proposals and dark proposals), studies on <br />water resources and water supply, waterway facilities plan, and popula- <br />tion trends and projections. Mr. Taylor Simpson and Mr. Jack Sturgis, <br />members of the Vero Beach City Council and Mr. James T. Vocelle, <br />City Attorney,were also present and Mr. Sturgis urged the Board to keep <br />Indian River County a part of the Bast Central Florida Regional Planning <br />Council. <br />The Board then recessed at 12:15 and reconvened at 1:30 P. M. <br />Commissioner Bogosian presented a Master Plan prepared by the <br />Progressive Civic League of Gifford setting forth various projects they <br />feel should be undertaken by the County in the Gifford area. He then <br />moved that the plan be turned over, to -the County Administrator for study <br />and a feasibility report to the Board at the next meeting, if possible, <br />to that the Board can discuss some of the problems in more detail and <br />determine whether or not any action can be taken at that time. The <br />motion was seconded by Commissioner Dritenbas and unanimously carried. <br />MAY 1 0 1967 o x .0 PACE 48 <br />
