TASK 3.0 DETERMINATION OFAVAILABLE QUANTITIES <br /> Overall reliability of surface water is a function of several variables including demand rates, <br /> diversion rates, and storage capacities. SJRWMD has developed an Upper Basin Model for use <br /> in determining time series flows. Currently, SJRWMD is still experiencing difficulties in <br /> calibrating the model for low flow periods. Since yield and reliability estimates are highly <br /> sensitive to low flow conditions, SJRWMD previously recommended that CDM utilize historic <br /> records of flows for developing reliability estimates. However, it is anticipated that over the 12 <br /> to 18 month process of data collection and collaboration with SJRWMD, the Upper Basin Model <br /> will be calibrated for the low flow condition and will be a useful too in determining the reliable <br /> yield of each storage area. CDM will work with SJRWMD to perform the reliable yield <br /> calculations based either on historical flows (as previously recommended) or the calibrated <br /> Upper Basin Model (if SJRWMD is able to work out the problems with the model) . <br /> TASK 4.0 LETTER REPORT <br /> CDM will prepare a brief letter report to County staff summarizing the evaluation of surface <br /> water storage areas and determination of available quantities and identify the preferred storage <br /> area with which to proceed. CDM will provide five copies of the letter report to the County. <br /> TASK 5.0 PRESENTATIONS TO BOCC <br /> Over the course of the 12 to 18 month process of identifying the surface water storage area, <br /> CDM will make 2 presentations to the BOCC during regularly scheduled BOCC meetings to <br /> provide updates on the progress. Updates will be scheduled at the discretion of County staff <br /> and will consist of a 15 to 30 minute PowerPoint presentation by CDM staff. CDM will provide <br /> a draft of the PowerPoint presentation to County staff for review and comment prior to the <br /> BOCC meeting and will incorporate any and all comments into the final presentation. <br /> OTHER SERVICES NOT INCLUDED IN THIS SCOPE OF SERVICES <br /> This authorization does not include: <br /> ■ Preparation of the CUP application; <br /> ■ Modeling services associated with the Upper Basin Project and/ or the water control district <br /> drainage canals; <br /> ■ Permit application fees; <br /> ■ Siting, Design or permitting of the proposed surface water treatment plant. <br /> COUNTY RESPONSIBILITIES <br /> The County will provide all reasonable data requested by CDM. <br /> The County will provide a timely review of all work products. <br /> A-4 jbla 5wo_scoa .doc <br />
