Attachment 1— Scope of Work <br />March 20, 2006 <br />Work Order 1 <br />Indian River County Beach <br />Sectors 1 & 2 <br />Draft Biological Monitoring Plan and Sea Turtle Nesting <br />INTRODUCTION <br />Florida's Department of Environmental Protection (DEP) has provided Notice of Completeness <br />and a draft permit for the Sector 7 project. The DEP has not yet issued a modification to the <br />Sectors 1 & 2 (Ambersand) permit for storm recovery, and pending review of biological monitoring <br />protocol and data. Further, it is understood that the effective biological monitoring of multiple <br />beach norurishment projects within the County can be accomplished using a single monitoring <br />program and set of data collection protocol. ATM has solicited a proposal, which has been <br />incorporated into this Work Order, from Coastal Eco -Group, Inc. (CEG) to provide an <br />independent review of the biological monitoring protocol, existing data and existing reef <br />conditions. CEG will make recommendations for a single biological monitoring program for both <br />Ambersand and the Sector 7 project. Both ATM and CEG will coordinate the efforts with DEP, <br />so that DEP can approve a Biological Monitoring Plan for the County. <br />At the County's request, sea turtle nesting and escarpment monitoring for the Ambersand project <br />will continue through the 2006 season. The service will be preformed by Ecological & Associates, <br />Inc. (EAI), and it is anticipated that this data will be used for the baseline conditions for the <br />Ambersand project. <br />The following tasks detail the efforts required to develop a county -wide draft biological monitoring <br />plan and continued sea turtle monitoring for the Ambersand project. <br />Task 1 Meetings and Coordination — Biological Monitoring Plan <br />ATM and will facilitate and participate in a meeting with DEP and ATM's subconsutlant (CEG), <br />This task allows for an ATM Engineer and CEG scientist to travel to DEP offices in Tallahassee <br />for two meetings as well as ongoing coordination with the DEP and County staff. The two <br />meetings will be a kickoff meeting with agency staff to ascertain the Department's goals for the <br />monitoring and a meeting to provide DEP with CEG's findings and recommendations. <br />Task 2 Independent Review of Biological Monitoring Plan, Sampling Protocol and <br />Recommendations <br />ATM will contract CEG to perform an independent review of the existing permit conditions, <br />current correspondence with DEP and recent monitoring data. CEG will also conduct field <br />reconnaissance of the project areas, and provide recommendations for a meaningful and <br />comprehensive Biological Monitoring Plan. <br />
