general monthly ranges for (i) flow as MGD, (ii) air and water temperatures, (iii) total <br />nitrogen and phosphorus, (iv) color, (v) pH, (vi) conductivity, (vii) TOC or BODS, (viii) <br />total alkalinity, (ix) calcium, iron and magnesium and (x) total suspended solids or <br />turbidity. The Consultant shall prepare and submit to the County, a document based <br />upon this analysis entitled "Basis of Design for Proposed Egret Marsh Regional <br />Stormwater Park Developed from Historical Data." Included in this review shall be <br />reasonable statistical evaluations of existing data, and discussion of rationale for <br />establishing selected values of critical design parameters. Also to be included shall be <br />an assessment of potential agents, which could impair ATSTM performance. <br />Task 2: Pre -Construction Water Quality Monitoring <br />In an effort to validate, to the extent practical, the "Basis of Design" the Consultant shall <br />develop and implement a pre -construction water quality assessment strategy, which <br />shall include collection and subsequent evaluation of five independent 24 hour <br />composite samples from the targeted stormwater source. The scheduling of these <br />sampling events shall be such that the dynamics of water quality changes associated <br />with a sufficiently large storm event can be evaluated. It is envisioned that sampling <br />would include a period representative of a base flow, followed by sequential sampling <br />over a period after the storm event that represents the influx of upgradient stormwater. <br />In addition to the parameters listed as part of Task 1, other potentially relevant <br />environmental features, such as water level and climatic conditions will be recorded, <br />and for at least one sampling event, testing will be completed on those parameters <br />identified within Task 1 as potentially deleterious to the proposed ATSTM facility. Such <br />factors could include, but are not limited to herbicides, heavy metals, and mineral <br />deficiencies. Sampling and testing shall be coordinated with a certified Analytical <br />Laboratory, such as US BioSytsems of Boca Raton, Florida, which is acceptable to the <br />COUNTY, and which has in-place sampling and testing protocols compliant with <br />applicable standards. All sampling and testing will be conducted in full accordance with <br />these protocols. <br />After all pre -construction water quality data has been secured, the Consultant shall <br />prepare an evaluation to be attached to the previously submitted "Basis of Design for <br />Proposed Egret Marsh Regional Stormwater Park Developed from Historical Data" <br />(hereinafter "Basis of Design"), and this document revised to reflect the influence of the <br />pre -construction data. The revised document shall be renamed "Final Basis of Design <br />for Proposed Egret Marsh Regional Stormwater Park", and shall be submitted to the <br />COUNTY. <br />Task 3: Monitoring and Quality Assurance Plan <br />The Consultant shall prepare a comprehensive monitoring and quality assurance plan <br />for the ATSTM influent and effluent streams and all other sources, such as algal biomass <br />and compost, associated directly with the ATSTM operation, to include identification of <br />sampling protocols; sampling targets (water, biomass, compost solids etc.) and <br />parameters; sampling frequency; custody, holding times, and sample preparations and <br />4 <br />F:\Public Works\KeithM\Stormwater Projects\Egret Marsh Regional Stormwater Park\Work Orders\Hydromentia - Work Order <br />#1.doc <br />
