containers; flow and biomass measurement procedures; instrumentation maintenance <br />and calibration; identification of procedures and limits of detection; procedures for <br />reporting data; and assessment and management of apparently aberrant data; <br />identification of involved laboratories with appropriate certifications; and other issues as <br />required to assure compliance with applicable State and COUNTY standards. The <br />monitoring and quality assurance plan shall be prepared in a format typical of such <br />plans for State and COUNTY projects, and shall be submitted for review, comment and <br />subsequent approval by the COUNTY. The Consultant shall revise the initial submittal <br />to incorporate acceptable responses to the various comments offered. This revised plan <br />shall be submitted to the COUNTY as a final document. <br />Task 4: System Design <br />Sub -Task 4a: 20% Design <br />The Consultant shall use the previously established "Basis of Design" and information <br />collected from the bench scale operations (funded independent of this Agreement <br />through County issued purchase orders) to complete model projections, applying the <br />revised ATSTM design model, or ATSDEM, as developed by HydroMentia to project <br />ATSTM sizing and dimensions, considering an average daily flow of approximately 10 <br />MGD. The modeling will be done on a monthly basis, resulting in a collective projection <br />of performance of the ATSTM in terms of annual nitrogen and phosphorus removal; an <br />estimate of harvesting requirements and biomass management needs; and a review of <br />expected changes in pH, temperature, color and suspended solids. In addition, the <br />Consultant shall prepare a preliminary ATSTM layout, to include location and sizing of <br />the unit processes, to include, if appropriate: <br />• ATSTM processing area, initial layout <br />• ATSTM associated hydraulic features, including receiving headworks, <br />distribution piping, effluent flume, flow splitting structures and <br />effluent piping connections. <br />• Flex Rake Location <br />• Equipment storage and operational support area <br />• ATSTM Monitoring facilities <br />As part of the 20% design, the Consultant shall complete necessary on-site soil borings <br />and analyses for the proposed ATSTM site, and shall have this work completed by a <br />geotechnical group deemed acceptable to the COUNTY. This work shall include soil <br />borings up to 40 feet, soil classification and blow counts, groundwater levels, sieve <br />analyses, modified Proctor evaluations, and a professional assessment of the suitability <br />of the site for supporting various unit processes. The soils evaluation will allow the <br />Consultant to determine the location and extent of usable area, which will influence the <br />ATSTM site plan and unit sizing. <br />Also to be included as part of the 20% design shall be a preliminary hydraulic profile <br />with calculations, beginning with the introduction of flows to the ATSTM; development of <br />5 <br />FAPublic Works\KeithM\Stormwater Projects\Egret Marsh Regional Stormwater Park\Work Orders\Hydromentia - Work Order <br />#1.doc <br />
