E. <br /> Managing Director <br /> Indian River County <br /> Solid Waste Disposal District <br /> 1325 74th Avenue SW <br /> Vero Beach, Florida 32968 <br /> Subject: Proposal for Remedial Action Plan Modification Implementation and Off- Site <br /> Monitoring Well Installation for the South Gifford Road Landfill <br /> Site ID# 124400 <br /> Vero Beach, Indian River County, Florida <br /> Dear Mr. Mehta: <br /> Geosyntec Consultants (Geosyntec) is pleased to submit this proposal to the Indian River County <br /> (IRC) Solid Waste Disposal District (SWDD) for activities associated with (i) implementation of <br /> the May 2007 Remedial Action Plan (RAP) Modification (with supplemental information); and <br /> (ii) the installation of an off-site monitoring well at the Cathco, Inc. property, as requested by the <br /> Florida Department of Environmental Protection (FDEP). The proposal also includes the <br /> installation of a third bio-barrier consisting of 32 injection wells, and the injection of 30 drums of <br /> electron donor solution in the additional wells, as specifically requested/required by the FDEP <br /> during our meeting in Orlando on 11 July 2007 . Geosyntec has prepared this proposal as <br /> Attachment 1 under Work Order No. 12 for the Continuing Contract Agreement for Professional <br /> Services between IRC SWDD and Geosyntec, dated 10 August 2004 (amended 24 July 2007). <br /> The remainder of this proposal presents : (i) general project background; (ii) proposed scope of <br /> work; (iii) budget estimate; and (iv) schedule. <br /> PROJECT BACKGROUND <br /> Based upon the discovery of chlorinated volatile organic compounds (CVOCs) in groundwater <br /> samples collected at the site in 1999 , Geosyntec has implemented ongoing assessment, semi- <br /> annual plume monitoring, and remediation activities, as required by the FDEP .
