Attachment #1 <br /> Work Order Number <br /> South Regional Wastewater Treatment Facility <br /> Permit Renewal <br /> Project Understandine <br /> The existing South Regional Wastewater Treatment Facility (SRW WTF) operates under Florida <br /> Department of Environmental Protection (FDEP) permit number FLA010435 which expires February <br /> 2007. The SRWWTF is approaching its design rated capacity of 2.0 million gallons per day (mgd) <br /> average daily flow (AADF) with average influent flows through March 2007 approaching 1 . 6 mgd. No <br /> increase in treatment plant capacity is proposed for this facility. Any increase in influent flows due to <br /> system growth will be transferred to the West Regional WWTF. Consideration in diverting future flows <br /> West via master lift station LS#89 in order to relieve current and future increase in flows to the South <br /> WWTF should be addressed in the permit application. Various influent loading levels such as total <br /> nitrogen (TN) have exceeded design treatment levels and CBOD5 levels have also been steadily <br /> increasing over the last several years . Review of fluctuations in influent quality and limitations in <br /> treatment plant capacity should be reviewed as pan of the permit renewal . <br /> Indian River County Utilities staff has requested Kimley-Horn and Associates, Inc . prepare and submit an <br /> application for renewal and respond to requests for additional information (RAI) which may arise from <br /> FDEP as a result of the application submittal . The intent is to submit the application by August 2006, six <br /> months prior to its expiration date in order to allow for FDEP agency review and RAI response time. <br /> SCOPE OF SERVICES <br /> The Scope of Services for Work Order # 13 consists of the following: <br /> Task 1 — Prepare Application <br /> Consultant will prepare a Wastewater Permit Application Form 2A (DEP Form 62-620.910(2)) for <br /> Domestic Wastewater Facilities and submit application with attachments to FDEP. The application will <br /> be for a permit renewal without any major modifications to the facility. Information from the previously <br /> submitted operating permit renewal package submitted in 2001 will be utilized as a basis for preparation <br /> of the renewal application. <br /> General information will be collected from IRCU and included with the application, including effluent <br /> disposal , residuals disposal , and a description of flows proposed to be diverted to the West Regional <br /> WWTF. <br /> It is assumed that no improvements will be necessary as part of the permit renewal . If, during the <br /> capacity analysis review a list of minor improvements are recommended, a preliminary engineering report <br /> can be provided as an additional service. <br /> Consultant will prepare draft of application and attend one meeting with IRCU staff to review the <br /> application and collect additional information necessary to complete the application . Consultant will <br /> submit a final draft of application package to IRCU staff for review prior to submission to FDEP.
