prior to submittal date. <br /> The permit application fee of $5 ,000 will be included under this scope and paid by the Consultant. <br /> Task 2 — Treatment Facility Description <br /> A description of the facility will be prepared, including process flow diagrams, general information, and <br /> design treatment levels . The basis of design flow will be reviewed in order to address remaining capacity <br /> and diverted capacity to the West WWTF. <br /> Consultant will prepare an updated PFD showing only existing components and no future expansion of <br /> the facility. <br /> Consultant will review the existing treatment plant hydraulic profile and discuss with staff any know <br /> hydraulic restrictions. The existing hydraulic profile will be used, however, if known restrictions exist, a <br /> new profile can be prepared as an additional service. <br /> Known treatment issues which Consultant will be further reviewed with staff, addressed in the renewal <br /> package, and may be raised during the permitting agency review include: <br /> • Total Nitrogen levels have been elevated based on a seasonal frequency and have been exceeded <br /> in the effluent at times. <br /> • Filamentous formation has caused some treatment issues <br /> • CBOD5 has been steadily increasing over time <br /> • Spills within the last year have been reported to FDEP which may need to be addressed during <br /> the permit review process as to how these will be eliminated in the future. <br /> Consultant will review the monthly DMR' s and summarize flow and effluent water quality into a <br /> table/graph which will be included in the permit application . <br /> Task 3 — Reuse Disposal Description <br /> Currently, approximately 80% of the treated effluent is pumped to the West WWTF for disposal to on-site <br /> wetlands and the remaining 20% is disposed of via reuse to Indian River Club and John ' s Island West. <br /> John ' s Island was added as a reuse customer since the last permit renewal . On-site percolation ponds are <br /> used for rapid-rate land application of non-spec effluent. <br /> Consultant will submit updated disposal sites of reuse and incorporate proposed sites currently being <br /> developed by another consultant. No new discharges to surface waters or additional wetlands are <br /> included under this permit renewal. <br /> It is also assumed that the effluent disposal and reuse water operating protocols already exist as part of <br /> current or new reuse sites. Consultant will review the existing protocol and modify where appropriate <br /> and provide input to any minor modifications or enhancements to IRCU staff. An electronic copy of the <br /> existing protocol will be furnished to Consultant. <br /> Water quality analysis of the effluent will be reviewed as part of its inclusion into the permit application. <br /> A hydraulic restriction in the reuse transmission piping between the South and West WWTF' s may exist, <br /> however, it is assumed that this restriction is being addressed under the West WWTF design and <br /> upgrades .
