Attachment #1 <br /> Work Order Number 18 <br /> Central (Gifford) Regional Wastewater Treatment Facility <br /> Permit Renewal <br /> Project Understanding <br /> The existing Central (Gifford) Wastewater Treatment Facility (CWWTF) operates under Florida <br /> Department of Environmental Protection (FDEP) permit number FLA010431 which expires April 22, <br /> 2008. The CWWTF was recently expanded from a 2.0 mgd annual average daily flow (AADF) permitted <br /> capacity oxidation ditch domestic wastewater treatment facility to a 4.0 mgd rated capacity. The <br /> expansion included influent screening, filtration, grit removal, anaerobic and anoxic basins for <br /> denitrification, aeration and reaeration, secondary clarification, chemical feed, chlorination and aerobic <br /> digestion of residuals. <br /> The Central WWTF provides sole service to the Combined Central Service Area with the current 4.0 <br /> mgd, AADF of rated capacity. Influent flow may also be transferred to the North W WTF, but is <br /> anticipated to be expanded in the future. Sea Oaks W WTF transfers most of the wastewater capacity to <br /> the Central WWTF. Land application of reuse includes 2.0 mgd AADF slow-rate public access to <br /> numerous sites, and 0 .4 mgd AADF rapid rate land application to Bent Pine RIB 's, all of which are <br /> shared between the South, West, and North Regional W WTF ' s. <br /> Indian River County Utilities staff has requested Kimley-Horn and Associates, Inc. prepare and submit an <br /> application for renewal and respond to requests for additional information (RAI) which may arise from <br /> FDEP as a result of the application submittal. The intent is to submit the application by October 25, <br /> 2007, six months prior to its expiration date (April 22, 2008) in order to allow for FDEP agency review <br /> and RAI response time. <br /> SCOPE OF SERVICES <br /> The Scope of Services consists of the following: <br /> Task 1 — Prepare Application <br /> Consultant will prepare a Wastewater Permit Application Form 2A (DEP Form 62-620.910(2)) for <br /> Domestic Wastewater Facilities and submit application with attachments to FDEP. The application will <br /> be for a permit renewal without any major modifications to the facility. Information from the previously <br /> submitted operating permit renewal package submitted in 2003 will be utilized as a basis for preparation <br /> of the renewal application. <br /> General information will be collected from IRCU and included with the application, including effluent <br /> disposal, residuals disposal, description of system influent flows being diverted to the this facility and <br /> proposed effluent disposal options in the future. <br /> It is assumed that no improvements to the W WTF will be necessary as part of the permit renewal. <br /> S:\CVLENG\Miller\lndian River County\Proposals\Central IRCU W WTP Operating Permit Renewal Scope - rev2.doc . <br /> Page 1 of 4 <br />
