Task 4 — Additional Information and Documentation <br /> Additional information for permit renewals (Section 6) will be addressed and submittals prepared for the <br /> application, including a listing and explanation of violations, agricultural use plans (copy of the one <br /> prepared for West Regional WWTF will be submitted), capacity analysis report, binding agreements with <br /> reclaimed water users, and updated operation and maintenance performance report, reclaimed water <br /> quality analysis reports, and technical evaluation of the proposed pretreatment program and limits. <br /> Violations issued in the past will be reviewed with IRCU staff and responses to these will be prepared in <br /> advance of requests for additional information by FDEP. <br /> Residuals for this facility are transported to the West W WTF for further thickening and disposal . A copy <br /> of the existing up-to-date Agricultural Use Plan for the West Regional W WTF will be reviewed by <br /> Consultant and submitted with application. It is assumed that any updates will be prepared by IRCU' s <br /> contract residuals hauler. <br /> A review of the CW WTF operations will be performed by consultant as required to prepare a capacity <br /> analysis review in accordance with FAC 62-600.405 . Consultant will prepare an update to the existing <br /> capacity analysis report containing data showing information such as permitted capacity, flows for the last <br /> 10-years, seasonal flow variations, an explanation of the diversion of flows to the west anticipated to <br /> truncate no further increase in flows to this facility, plant loading information, influent and effluent <br /> treatment properties, existing facility configuration and unit process capacities, and effluent disposal <br /> system. <br /> An update to the operation and maintenance performance report prepared in 2003 will be performed by <br /> Consultant. Consultant will meet with staff to discuss operational issues which need to be addressed with <br /> FDEP, such as elevated TN levels, odor complaints, spills within the last 12 months, CBOD5 increase, <br /> filamentous control, and TSS/Turbidity correlation. The list of existing reuse sites will be listed, existing <br /> treatment efficiency and potential changes in treatment, performance trends, and effluent water quality. <br /> Task 5 — Responses to Requests for Additional Information <br /> Due to the unpredictable nature of FDEP with these permit renewals, considerable time and effort can be <br /> expended for responses to requests for additional information. We anticipate up to two requests for <br /> additional information which does not include additional water quality analysis, design of plant <br /> modifications FDEP may require above and beyond what is typically required for these permit, which is <br /> beyond the work described herein. Should the permitting process drag out beyond a reasonable time <br /> frame and involve additional responses beyond what is listed herein, this is considered a additional scope <br /> and can be negotiated under a separate work order. This task will performed on an hourly basis with a <br /> maximum not to exceed amount. <br /> SCHEDULE <br /> Assuming notice to proceed issued by July 15 , 2007, Consultant will prepare an application with <br /> attachments for Owner review prior to October 25a', 2007 submission to FDEP.
