Indian River County Work Order Number 2 <br /> Beach Preservation Plan Scope of Work <br /> Task lc — Summary Conditions Report: COASTAL TECH will prepare a surmnary report, which <br /> documents the results of the above tasks. COASTAL TECH will review the written smmnary with the <br /> COUNTY, make appropriate revisions as may be identified by the COUNTY, and provide fifteen ( 15) <br /> copies of the written summary for distribution by the COUNTY to the Beach Committee. The final report <br /> for Task I will be a stand-alone document. <br /> Task 2 — ASSESSMENT <br /> In general , based on Task 1 results, COASTAL TECH will identify recommended beach management strategics <br /> appropriate for each sector of beach in Indian River County. Strategies may include, but are not limited to: <br /> I . A natural beach policy zone — no planned routine sand placement activities <br /> 2 . A sand transfer re-nourishment zone — where large scale placements of sand derived from Sebastian <br /> hilet should be placed <br /> 3 . A sand transfer dune maintenance zone — Where small scale truck haul placements of sand derived <br /> from Sebastian Inlet should be placed to stabilize the present dune line <br /> 4. A dune maintenance zone — where periodic sand placements from upland sources should be placed as <br /> needed to maintain the current dune line <br /> 5 . A beach restoration zone — where shoreline conditions and vulnerable infrastructure merit the <br /> placement of large quantities of offshore sand to substantially advance the shoreline. <br /> Task 2a - Planning Charette : COASTAL TECH will meet with the Beach Committee and lead a <br /> planning charette to : <br /> 1 ) explain the purpose of the updated Beach Preservation Plan , its schedule and expected products, <br /> 2) present a range of alternatives eliminated from detailed evaluation and the reasons t'or elimination <br /> 3) present the results of Tasks 1 and the beach management strategy recommendations <br /> 4) initiate public participation and open discussion regarding appropriate sector boundaries and the <br /> beach management strategy in each sector <br /> 5 ) identify the goals and objectives for beach management and erosion control in each sector <br /> 6) Identify key stakeholders from each sector. <br /> COASTAL TECH will prepare a draft press release for the charette. The COUNTY will complete and <br /> issue the press release. COASTAL TECH will prepare for and participate in the charette, and will prepare <br /> a written summary of public comments at the meeting. Following the charette, COASTAL TECI1 will <br /> conduct a project team workshop including COUNTY and FDEP staffs in order to : <br /> review the public comments <br /> review the results of the previously completed site characterization tasks <br /> develop specific goals for erosion control in each sector. <br /> Task 2b - Assessment: Based upon the results of Tasks 1 ad 2a, COASTAL TECH will formulate <br /> recommended changes to the boundaries and/or beach management strategies for each sector consistent <br /> with Florida statutes and the goals and objectives as determined from the charette and other input. <br /> COASTAL TECH will subsequently meet with the COUNTY to review the recommended sector <br /> boundaries and strategies for each sector. The COUNTY shall address potential environmental impacts of <br /> alternative strategies. Upon concurrence by the COUNTY as to sector boundaries and strategies <br /> COASTAL TECH will prepare: <br /> 1 ) a map of the County showing sector boundaries and proposed strategies, <br /> 2) a written description of proposed boundaries and the recommended strategy for each sector, <br /> 3) a conceptual opinion of probable initial and annualized maintenance costs- based upon restoration <br /> or maintenance of a historical beach condition . <br /> Page 2 of 3 <br /> June 9, 2006 <br />
