Attachment No. 1 - Work Order No. 2 <br /> Scope of Engineering Services <br /> Updating the 2001 Solid Waste Master Plan <br /> Solid Waste Disposal District <br /> Indian River County, Florida <br /> BACKGROUND <br /> A Solid Waste Master Plan was prepared and adopted by the Board of SWDD in 2001 which <br /> detailed various alternatives for future management of solid waste in Indian River County. In <br /> 2005, the Consultant updated the 2001 Solid Waste Master Plan to reflect rapid growth in solid <br /> waste generation as well as population growth. The final draft 2005 Master Plan Update, <br /> submitted in January 2006, included optimization of the existing 244-acre (original) Indian River <br /> County Landfill and development of solid waste facilities on the 216 acre SWDD- acquired <br /> parcels north of the C-5 Canal. An additional 62 acre parcel south of the C- 6 canal was also <br /> included . <br /> In early 2006, the Indian River County Board of County Commissioners decided to forego solid <br /> waste disposal facility development of the north parcel, due to FDEP permitting issues and <br /> potential for other uses of the properties along Oslo Road. Thus, only the remaining acreage on <br /> the Original Indian River County Landfill and a southern parcel will be potentially developed <br /> for solid waste disposal activities . <br /> The County has requested a revision to the draft 2005 Master Plan Update based on the current <br /> directive of no future solid waste disposal activities on the north parcel. The Draft 2005 Update <br /> report included an update of the solid waste projections, disposal capacities and an update of <br /> the Capital Improvement Program (CIP) for continued efficient and effective solid waste <br /> management in Indian River County. For the 2006 revision, the maximum remaining disposal <br /> capacity for the original landfill will be determined based on a revised site development and <br /> sequencing plan. The corresponding CIP will also be revised to reflect the modified solid waste <br /> disposal unit capacity and sequence. <br /> Upon authorization from the SWDD, the Consultant will revise the Draft 2005 Master Plan <br /> Update Report to reflect the north parcel development restrictions and the SWDD Board <br /> directives. The Consultant will use the existing information from the 2005 Master Plan Update <br /> Report including the population growth projections and solid waste generation data, and will <br /> update the landfill planning, facility development and the CIP to reflect current solid waste <br /> development objectives. <br /> SCOPE OF SERVICES <br /> The Consultant will provide the services identified in the following tasks to revise the Solid <br /> Waste Master Plan. <br /> 1 . Kickoff Meeting <br /> 2. Update of Landfill Facility Build-out Development Plan <br /> 3. Update of Capital Improvement Program <br /> 4 . Report of Updated Solid Waste Master Plan <br /> 2 <br />
