Indian River County Work Order Number 3 <br /> Sector 3 - Design & Permitting Scope of Work <br /> In accordance with applicable federal regulations and USACE guidance, COASTAL TECH will prepare <br /> and provide to the USACE a draft Federal Register notice announcing the availability of the Final EIS for <br /> public review and comment - with mailing labels for interested parties identified by the USACE . <br /> COASTAL TECH will also provide the Final EIS in a format acceptable to the USACE for posting on the <br /> USACE website. <br /> COASTAL TECH will compile and tabulate all written comments received on the Final EIS during the <br /> public review period and evaluate these comments to determine whether comments should be (a) <br /> incorporated into an appendix in the Final EIS , (b) addressed via a response to the commenter, or (c) <br /> addressed via a change in the Final EIS. <br /> COASTAL Tech will schedule and attend one meeting with USACE staff to review comments to conclude <br /> whether comments should be (a) incorporated into an appendix in the Final EIS, (b) addressed via a <br /> response to the commenter, or (c) addressed via a change in the Final EIS . <br /> In coordination with the USACE and the COUNTY , COASTAL TECH will prepare responses to all <br /> public comments individually or collectively, including drafts of any necessary and appropriate revisions to <br /> the Final EIS ; the COUNTY shall address revisions to sections relative to "Affected Environment" and <br /> "Environmental Consequences". The draft response to comments and draft document revisions will be <br /> forwarded to the COUNTY and USACE staff for review acceptance. No additional face-to-face meeting is <br /> anticipated to finalize the comments or revisions to the Final EIS . <br /> Upon USACE and COUNTY acceptance of the responses to public comments, COASTAL TECH will <br /> incorporate the responses into the Final EIS and provide the USACE and COUNTY with (a) a "hard <br /> copy", (b) a digital copy in Microsoft Word, and (e) a digital copy in "pdf' format — of the Final EIS . The <br /> USACE will provide for reproduction and distribution to agencies and the public in accordance with <br /> federal regulations. <br /> Task 6 - PROJECT ADMININISTRATION & COORDINATION <br /> Task 6 — Project Administration & Coordination : Throughout the work, COAS "FAL TECH will <br /> maintain informal contact with COUNTY, F )EP, USACE, and other federal agencies to address staff <br /> questions as to the timing of work and to provide for coordination of activities by all parties. COASTAL <br /> TECH will prepare and update a Microsoft Project Schedule as tasks and milestones are met. COASTAL <br /> TECH will meet with the COUNTY in Vero Beach as may be requested by the COUNTY. <br /> Page 8 of 8 <br /> June 9, 2006 <br />
