Indian River County Work Order Number 3 <br /> Sector 3 - Design & Permitting Scope of Work <br /> digital copy in "pdf' format — of the Draft EIS . The USACE will provide for further reproduction and <br /> distribution as deemed appropriate by the USACE in accordance with federal regulations. <br /> Task 5e — Public Hearing & Comments : In accordance with applicable federal regulations and USACE <br /> guidance, COASTAL TECH will prepare and provide to the USACE a draft notice for publication in the <br /> Federal Register to announce the availability of the Draft EIS for a 45 day public review period and the <br /> public hearing on the document - with mailing labels for interested parties identified by the USACE . The <br /> COUNTY will identify and provide (a) locations where the Draft EIS will be available for public review, <br /> and (b) a date and location for the public hearing. COASTAL TECH will also provide the Draft EIS in a <br /> format acceptable to the USACE for posting on the USACE website. <br /> COASTAL TECH will prepare for and present the Draft EIS document at the public hearing scheduled by <br /> the USACE. COASTAL TECH will coordinate the public hearing agenda with USACE staff and prepare <br /> such exhibits, summaries or other materials to facilitate the public hearing process. <br /> In accordance with applicable federal regulations and USACE guidance, COASTAL TECH will compile <br /> and prepare a written summary of written and oral comments received on the Draft EIS during the public <br /> review period, including the comments received at the public hearing. In coordination with the USACE <br /> and the COUNTY, COASTAL TECH will prepare draft responses to all public comments individually or <br /> collectively, including drafts of any necessary and appropriate revisions to the Draft EIS ; the COUN'T'Y <br /> shall address revisions to sections relative to "Affected Environment' and "Environmental Consequences". <br /> The draft response to cormnents and draft document revisions will be forwarded to the USACE staff f'or <br /> review and approval. <br /> COASTAL Tech will schedule and attend one meeting with USACE staff to review the draft responses. <br /> The purpose of this meeting will be to identify and advance appropriate revisions to (a) responses to public <br /> comments and (b) the EIS document revisions. COASTAL TECH will make such revisions to the Draft <br /> EIS as directed by the USACE after consultation with and concurrence by the COUNTY. A revised Draft <br /> EIS will be produced incorporating the changes and the Public Comment and Response Appendix . <br /> COASTAL TECH will provide the Draft EIS in digital form to the USACE . COASTAL TECH will <br /> reproduce and distribute the revised Draft EIS to the USFW S, NMFS , EPA and other entities identified by <br /> the USACE. <br /> Task 5f — Final EIS : Following receipt of the Revised Draft EIS by the commenting federal agencies, <br /> COASTAL TECH will schedule and attend with USACE staff an interagency coordination and <br /> consultation meeting to review document modifications and comment responses. COASTAL TECH will <br /> solicit input from the agencies as to appropriate revisions to the EIS document. COASTAL TECH will <br /> prepare a written smnmary of the comments. The COUNTY shall address comments relative to "Affected <br /> Environment" and "Environmental Consequences". COASTAL TECH will compile the Draft Final EIS <br /> document. Compilation of the Draft Final EIS is expected to be primarily administrative in nature and <br /> include such tasks as re-titling the report, footnotes, document references, and addition or expansion of <br /> select sections. COASTAL TECH will schedule and attend up to three USACE meetings to present the <br /> Draft Final EIS and solicit USACE comments on the content, format, organization, and analysis in the <br /> document. Based on the USACE comments, COASTAL TECH will make appropriate revisions to the <br /> Final EIS . COASTAL TECH will provide the USACE and COUNTY with (a) a "hard copy", (b) a digital <br /> copy in Microsoft Word, and (c) a digital copy in "pdf' format — of the Final EIS . The USACE will <br /> provide for reproduction and distribution to agencies and the public in accordance with federal regulations. <br /> Page 7 of 8 <br /> Jmie 9, 2006 <br />
