y , <br /> Indian River County Work Order Number 3 <br /> Sector 3 - Design & Permitting Scope of Work <br /> Attachment 1 <br /> General: The "Indian Rimer County Beach Preservation Plan Update" (revised March 16, 1998 ) and the <br /> "Indian River County Beach Restoration Projects — Engineering Design Report " (by A'I'M dated February <br /> 2000 - hereinafter referred to as "ATM Report") recommend nourishment of the County' s critically eroded <br /> beaches including Sector 3 , which extends from Florida Department of Environmental Protection (FDEP) <br /> reference monuments R-37+290 to R-49 (Project Area) . To implement the Project, it is necessary to advance <br /> the project design and obtain permits from FDEP and U . S . Army Corps of Engineers (USACE) . The work <br /> under this Work Order includes those tasks necessary to advance and complete the project area fill design and <br /> obtain permits for the project in collaboration with COUNTY staff with periodic updates to the COUNTY ' s <br /> Beach and Shore Preservation Advisory Committee (hereinafter referred to as "Beach Committee") . This <br /> Work Order includes the following tasks: <br /> Task 1 — PLAN FORMULATION <br /> Task la — Condition Assessment: The COUNTY will provide COASTAL TECH with the following <br /> available existing data in hard copy and digital form for the shoreline within 5 ,000 feet of the proposed <br /> Pt'oject (Project Area) : <br /> a) controlled digital photography <br /> b) beach profile surveys <br /> c) hardbottom maps and characterization <br /> d) native beach sand sampling and analysis results <br /> e) other design documents (prepared subsequent to the ATM Report) <br /> In addition, for the existing offshore borrow areas previously identified by the COUNTY, the COUNTY <br /> will provide COASTAL TECH with the following available existing data in hard copy and digital form for <br /> the borrow areas: <br /> a) geotechnical reports including core logs, gradation curves, and bathymetry <br /> b) magnetometer survey results and Archeological report, <br /> c) "post-dredging" surveys of the borrow areas associated with prior nourishment events. <br /> COASTAL TECII will assess the data provided by the COUNTY, visit the Project site, and provide a <br /> written Summary of the data including: <br /> existing site conditions <br /> the nature and extent of existing data <br /> additional data expected to be needed for design and permitting of the Project — as may be <br /> provided by COASTAL TECH under a separate authorization and work order <br /> a qualitative characterization of the compatibility of the borrow areas with the native beach <br /> COUNTY staff will provide a qualitative characterization of potential hardbottom and environmental <br /> impacts associated with the Sector 3 Project as identified in the ATM Report. <br /> Based upon the documents provided by the COUNTY and based upon data available from FDEP, under <br /> separate authorization in concert with updating of the COUNTY 's Beach Preservation Plan , COASTAL <br /> TECH will : <br /> summarize shoreline and volumetric changes along the shoreline of the Project Area, <br /> summarize estimated sand volumes required to maintain a stable beach, and <br /> prepare comparative plots of historical profiles of the beach and dune for representative profiles in <br /> the Project Area . <br /> The above items will be included in the written summary of conditions in Sector 3 . <br /> Page I of 8 <br /> June 9. 2006 <br />
