Indian River County Work Order Number 3 <br /> Sector 3 - Design & Permitting Scope of Work <br /> Task Ib - Alternatives Screening & Justification: Under separate authorization in concert with <br /> updating of the COUNTY ' s Beach Preservation Plan, COASTAL TECH will meet with COUNTY staff' <br /> and subsequently with the Beach Committee to: <br /> introduce the overall process/schedule for design and permitting of the Project <br /> present the results of the Task 1 a data assessment and written summary <br /> • present a range of alternatives eliminated from detailed evaluation and the reasons for elimination <br /> obtain input from the Beach Committee relative to (a) Project purpose and need, (b) Project design <br /> criteria, and (c) preferred alternatives. <br /> prepare a written summary of public comments. <br /> COASTAL TECII will prepare a document which identifies the necessity and justification relative to <br /> public interests for the proposed Sector 3 Project (Project) and associated Project impacts. The document <br /> shall address compliance with Section 404(b)(1 ) of the Guidelines of the Clean Water Act and "Public <br /> Interest Assessment" criteria cited in Section 373 .414 of Florida Statutes. "rhe draft Project Justification <br /> document (a) will be distributed to USACE and FDEP staff in advance of proposed pre-application <br /> conferences under Task I e, and (b) will be incorporated into the required NEPA document under Task 5 . <br /> Task Ic - Pre-Application Conferences : COASTAL "ITCH will arrange, attend , and chair two pre- <br /> application conferences including COUNTY staffwith ( 1 ) FDEP regulatory and project management staff, <br /> and (2) USACE regulatory staff with federal commenting agencies (NMFS , USF&W S, EPA) . In general, <br /> the purpose of the pre-application conferences shall be to : <br /> • present the Project including results of Tasks 1 a through Id, <br /> • identify project issues and means to address these issues, <br /> • identify requirements for obtainment of permits including the form of the NEPA document and <br /> alternatives to be addressed under the NEPA document, and <br /> confirm or revise the scope of subsequent tasks. <br /> COASTAL TECH will prepare a written summary for each pre-application conference. COASTAL TECH <br /> shall not proceed with Tasks 2 through 6 until COUNTY staff issue a Notice-to-Proceed for subsequent <br /> tasks. <br /> Task 2 — DESIGN <br /> For each phase of design (Tasks 2a and 2b), COASTAL TECII will : <br /> • review the design with the COUNTY, <br /> make appropriate revisions as may be identified by the COUNTY. <br /> Task 2a - Preliminary Design : COASTAL TECH will confer with the COUNTY to verify those <br /> alternatives to be evaluated in detail in Task 2 . In addition to "no action", four (4) alternatives will be <br /> evaluated in detail including the following expected alternatives: <br /> 1 ) beach fill with "no impact" to existing hardbottom <br /> 2) beach fill to restore the 1972 shoreline <br /> 3 ) beach fill to restore the 1986 shoreline <br /> 4) another alternative as may be identified by the County <br /> Based on the data provided by the COUNTY, for each alternative, COASTAL TECH will : <br /> • evaluate the probable performance and future re-nourishment requirements, <br /> • refine the initial fill and re-nourishment interval to best meet the criteria established in Task 1 <br /> design borrow area cuts to yield the fill volume requirements, <br /> Page 2 of 8 <br /> ,lune 9, 2006 <br />
