Indian River County Work Order Number 3 <br /> Sector 3 - Design & Permitting Scope of Work <br /> prepare an opinion of probable initial construction and annual maintenance costs, <br /> prepare 81 /2" by 11 " drawings (plan and cross-section) depicting the alternative. <br /> For each alternative, the COUNTY will assess potential impacts of the project upon existing <br /> environmental resources including but not limited to hardbottom, nesting marine turtles, and shorebirds. <br /> In concert with evaluation of performance of each alternative, (a) the model "SBEACH" is expected to be <br /> applied to assess cross-shore transport and fill "adjustment" for representative profiles, and (b) the models <br /> " REFDIF" and "GENESIS" will be applied to assess longshore transport, "spreading" and shoreline <br /> evolution. To assess the potential impacts of dredging within the borrow area, COASTAL TECH will <br /> employ the model "REFDIF" to analyze expected changes in wave heights associated with borrow area <br /> cuts. However, final selection of the models and/or other specific design tools will be made in <br /> collaboration with agency staff following the initial pre-application meetings. Historical shoreline data will <br /> be used to calibrate models as appropriate. <br /> To provide a basis for assessment of environmental impacts, COASTAL TECI I will conduct a hardbottom <br /> trend analysis for the Project Area to document, identify, and locate hardbottom changes in the nearshore <br /> area_ COASTAL TECH will obtain and digitize available aerial photography to create a baseline map of <br /> nearshore hardbottom for the year 2002 or other similar time frame within the last 20 years - dependent <br /> upon the availability, consistency, and quality of aerial photography for the Project Area . Cumulative <br /> impacts will be addressed in accordance with CEQ guidelines and will include an evaluation of all past <br /> and present projects and those in the foreseeable future within the Project Area . Parameters to be <br /> evaluated include trends in nearshore hardbottom habitat from the mid 1980's through present time. Trend <br /> analysis will include mapping of nearshore hardground habitat for up to 3 selected sets of color-digitized <br /> aerials from over the past 20 years for the entire Project Area . Features will be mapped remotely from the <br /> aerials using ERDAS multi-spectral imaging software and/or Arc View GIS . Spatial analysis and trends <br /> will be identified and quantified using Arc View GIS applications. A matrix will be compiled which <br /> summarizes changes in nearshore habitat cover and the net changes expected due to each alternative and <br /> past, present and other future projects. COASTAL TECH will prepare a written report of analysis results <br /> and includes a determination regarding whether the preferred alternative will have a significant cumulative <br /> impact upon hardground habitat. <br /> The COUNTY will assess historic sea turtle nesting data and nesting beach width for the same time frame <br /> within the Project Area . The COUNTY will prepare a written report which summarizes the above and <br /> includes a determination regarding whether the preferred alternative will have a significant cumulative <br /> impact upon nesting sea turtles. <br /> COASTAL TECH will prepare a written summary ofthe preliminary design results in a Design Document, <br /> which shall include a recommended design. COASTAL TECH will meet with the COUNTY to present <br /> and review the Draft Design Document; COASTAL TECI4 will subsequently make revisions as required <br /> by the County and provide fifteen ( 15) copies of the Design Document to the COUNTY. The Design <br /> Document will be incorporated into the NEPA document — under Task 5 . The Design Document will be <br /> presented to the Beach Committee by COUNTY staff. <br /> Task 2b - Final Design Plans & Specs: Upon obtainment of the FDEP and USACE permits and/or upon <br /> COUNTY issuance of a Notice-to-Proceed, COASTAL TECH will prepare 24 " x 36 " final design <br /> drawings, with Technical Specifications for the project as eventually permitted under Task 3 . COASTAL <br /> TECH will prepare Contract Documents for bidding and award of a construction contract.
