ATTACHMENT # 1 <br /> WORK AUTHORIZATION # 3 <br /> ENGINEERING SERVICES PROPOSAL <br /> For <br /> NORTH WATER TANK MODIFICATIONS <br /> July I77 2006 <br /> BACKGROUND <br /> Indian River County Utilities (the County) owns and operates a water transmission system that <br /> provides service to North Indian River County. The County had developed an overall Master Plan <br /> for expansion of its utilities in 1993 with subsequent updates since that time. An elevated water <br /> tank was installed and placed in service during September 1994 for the North County area. This <br /> tank provides storage and is intended to maintain consistent north water system pressure. Since <br /> installation, the growth of the North County utility and system demands suggests the Tank cannot <br /> operate optimally. <br /> The County had previously requested the assistance of Neel-Schaffer, Inc. (the Engineer) under a <br /> prior Authorization No . 1 to evaluate the North (Roseland) Tank. That study recommended <br /> improvements to upgrade the hydraulic capability of the Sebastian area. The County has now <br /> requested the Engineer provide services to design the improvements as well as assist in bidding <br /> and construction services. Modifications will include a new higher 1 . 0 million gallon elevated tank <br /> (Hydrapillar-type tank design) at the Roseland tank site . The existing Roseland tank will be <br /> demolished as part of this project . These improvements will enhance the hydraulic balance of the <br /> water supply system, provide additional water storage, reduce the potential for tank overflows, <br /> and stabilize water quality. The County has also requested the Engineer provide survey services <br /> to confirm tank overflow elevations at the Kings Highway Tank, Gifford and the Roseland <br /> Facility. <br /> The following scope of work describes the services to be provided by the Engineer. <br /> SCOPE OF SERVICES <br /> 1 . Collect and Review Supplemental Data and Information <br /> The Engineer will collect supplemental data on the King ' s Highway and Gifford tanks along with <br /> any additional information available on the Roseland tank . <br /> The Engineer will also conduct an on-site topographic survey of the Roseland tank site as well as <br /> determining all three existing elevated tank overflow elevations . A boundary survey of the <br /> Roseland Tank property will also be provided . <br /> A geotechnical subconsultant will provide soil borings and preliminary foundation analysis for the <br /> new Roseland Tank. <br /> 1 <br />
