ATTACHMENT A <br /> SCOPE OF PROFESSIONAL SERVICES <br /> INDIAN RIVER COUNTY SOLID WASTE DISPOSAL DISTRICT <br /> ENGINEERING SERVICES FOR <br /> NORTHERN EXPANSION AREA CONCEPTUAL <br /> ENVIRONMENTAL RESOURCE PERMIT PREPARATION <br /> INTRODUCTION <br /> Indian River County (IRC) Solid Waste Disposal District (SWDD) is ready to expand its solid <br /> waste operation to the Northern Expansion Area in accordance with the Solid Waste Master <br /> Plan. The IRC-owned property is comprised of six former tracts and has an area of <br /> approximately 250 acres. This property was acquired by SWDD specifically to be developed as <br /> additional solid waste management facilities . Construction of needed facilities will occur over <br /> the next 10 years . The 250-acre tract is available for current and future solid waste uses which <br /> could include Class I landfill area, Construction and Demolition (C&D) debris <br /> processing/ disposal areas, a vegetative processing area, sludge dewatering area, stormwater <br /> management, and borrow operations . <br /> PURPOSE <br /> This work order is to provide the Conceptual Environmental Resource Permit (ERP) permitting <br /> and design services required prior to the Phase I Expansion onto the Northern Expansion <br /> property . The scope of this authorization is to mitigate for impacts to wetlands and waters of <br /> the state (C-5 Canal), which are part of the Phase I Expansion effort. The permitting services for <br /> this project will include: <br /> ■ Survey the extent of the upstream conditions of the C-5 Canal to determine the contributory <br /> flows and establish the existing condition. <br /> ■ Perform stormwater modeling to show the sequential phasing of the C-5 bypass scheme and <br /> how the C-5 Canal flow will be handled over time . Stormwater modeling will be used to <br /> determine the most cost effective means of achieving the abandonment of the C-5 Canal <br /> through the Northern Expansion Area . <br /> ■ Enter into negotiations with the Indian River Farms Water Control District (IRFWCD) to <br /> revise the C-5 Canal abandonment agreement allowing the C-5 Canal flow to be brought <br /> directly into the site stormwater system. This will reduce the amount of construction <br /> necessary to perform the C-5 Canal abandonment. <br /> ■ Prepare a minor modification to the Conceptual ERP illustrating the revised C-5 Canal <br /> abandonment plan which reduces impact on the western SWDD property . <br /> ■ Model the stormwater management system for the initial solid waste services (Phase I <br /> Expansion) planned for the Northern Expansion Area . <br /> A-1 mh2276. doc <br />
