The Phase I portion of the stormwater management system includes a portion of Stormwater <br /> Pond No . 2 and the conveyance ditches to service a 5-acre mulching area, the 5-acres northern <br /> C&D debris landfill, a 5-acre biosolids dewatering area, 36 . 7 acres of Class I landfill area, and <br /> additional acreage for borrow stockpiling and new unpaved roads and ditches . <br /> This work order is divided into two major tasks, which are described below . <br /> TASK 1 . 0 - IRFWCD C-5 CANAL NEGOTIATIONS <br /> Subtask 1 . 1 SWDD Meetings (Contingency) <br /> CDM will meet with SWDD to develop a strategy for negotiating with IRFWCD . CDM will <br /> prepare a detailed schedule for the completion of the project in this task . CDM will also plan to <br /> meet with SWDD regarding modeling parameters of the existing system, the modeling results <br /> and options available for the site development. SWDD and CDM will work closely to develop <br /> the stormwater system for the Northern Expansion Area, three meetings with SWDD are <br /> budgeted in this subtask . Since the number of meetings cannot be accurately anticipated, this <br /> effort will be held as contingency to be used at the discretion of SWDD <br /> Subtask 1 . 2 Stormwater Modeling <br /> The revised flow schematic for the C-5 Canal will require intensive stormwater modeling in <br /> order to demonstrate to IRFWCD the viability of the concept. CDM will perform initial <br /> stormwater modeling necessary to determine how the site should be developed . This <br /> stormwater modeling will be required to show the intermediate and long range effects on the <br /> northern expansion area' s stormwater system. It will be necessary to perform multiple <br /> iterations of the model to determine the sequencing of the construction so as to meet the <br /> requirement of the pre-condition state in the C-5 Canal not being affected by the post- <br /> development build-out. <br /> CDM will review and refine the stormwater models developed by Carter Associates Inc . for the <br /> existing and proposed conditions of the C-5 Canal sub-basin. CDM will have the western <br /> portion of the C-5 Canal surveyed to determine the extent of the contributory drainage area and <br /> determine the actual existing conditions . This review is necessary to establish the validity of the <br /> upstream control points . <br /> CDM will have to demonstrate to IRFWCD that the Phase I development will accept the C-5 <br /> Canal flow without negatively impacting the upstream control points . This plan development <br /> and phasing must be approved by IRFWCD prior the abandonment of the C-5 Canal. <br /> Subtask 1 . 3 IRFWCD Meetings (Contingency) <br /> The IRFWCD has stringent pre-development versus post-development criteria for any activity <br /> which impacts their canal system. SWDD has entered into an agreement with IRFWCD <br /> regarding the abandonment of the C-5 Canal. The agreement will be revisited and modified <br /> with IRFWCD to allow for the C-5 Canal flow to be accepted into the onsite stormwater system <br /> to be designed for the northern expansion area . The stormwater system would discharge into <br /> the C-4 Canal along Oslo Road and possibly into the C-5 Canal east of the portion to be <br /> abandoned. The stormwater system would have to meet the new negotiated conditions for <br /> IRFWCD' s approval.
