The overall IRCL site occupies 276 acres, with 63 acres used for Class I disposal and <br /> 22 acres used for C&D disposal. Waste materials accepted for the Class I landfill disposal <br /> include residential, commercial, agricultural, and industrial wastes . The landfill serves the <br /> unincorporated Indian River County and municipalities of Vero Beach, Orchid, Fellsmere, <br /> Sebastian, Indian River Shores, and Wabasso, Florida. <br /> The Monitoring Plan Implementation Schedule (MPIS) of the IRCL facility' s permit <br /> (Exhibit I) indicates that groundwater, surface water, and leachate quality monitoring are <br /> required. Semi-annual sampling of the 23 groundwater monitoring wells shall be collected <br /> in January and July for the list of Semi-Annual Ground Water Parameters on Attachment C <br /> of the MPIS . Surface water samples from the two surface water monitoring sites shall be <br /> collected semi-annually in January and July and analyzed for the list of Semi-Annual <br /> Surface Water Parameters presented as Attachment D of the MPIS . Leachate shall be <br /> sampled annually from the leachate monitoring site and analyzed for the list of Annual <br /> Leachate Parameters presented as Attachment E of the MPIS . It is understood that the <br /> field sampling and water level measurements will be performed by SWDD and the <br /> analytical testing will be conducted by US BioSystems, the analytical laboratory <br /> contracted with SWDD . The results of the annual and semi-annual water-quality <br /> monitoring events are to be reported to FDEP within 60 days of receipt of analysis from <br /> the laboratory. Also, a biennial report that summarizes and interprets the water quality <br /> data and water level measurements collected in the previous four years shall be submitted <br /> to FDEP . <br /> GeoSyntec also understands that the IRCL facility is currently regulated under the <br /> New Source Performance Standards (NSPS ) for municipal solid waste (MSW) landfills as <br /> identified in Subpart WWW of 40 CFR, Part 60 ( Subpart WWW) . An NSPS Tier 2 non- <br /> methane organic content (NMOC) emissions rate report was prepared and submitted to <br /> FDEP as part of the Title V permit application in February 2000 . A Title V renewal <br /> permit application is being prepared by SWDD for submittal to FDEP by January 2007 . <br /> SWDD proposes to conduct Tier 2 sampling according to § 60 . 754(a)(3 ) to estimate a site- <br /> specific NMOC concentration to recalculate and submit a Tier 2 NMOC emission rate <br /> report as part of the Title V renewal permit application. <br /> This proposal presents the scope of work and budget estimate for: (i) the 2007 annual <br /> and semi-annual water-quality reporting; (ii) the 2005 -2006 biennial report; (iii) Tier 2 <br /> testing and calculation of the NMOC emission rate for the Title V permit renewal <br /> XL06177V L60I37.dac <br />
