ATTACHMENT A <br />SCOPE OF PROFESSIONAL SERVICES <br />INDIAN RIVER COUNTY SOLID WASTE DISPOSAL DISTRICT <br />ENGINEERING SERVICES FOR <br />NEW C&D CELL CONSTRUCTION <br />BACKGROUND <br />The recent hurricanes and rapid growth in construction activities have dramatically increased <br />the amount of construction and demolition (C&D) debris generated within IRC and placed in <br />the current landfill cell. This project will facilitate the construction of a new C&D cell to <br />accommodate the increased C&D waste volumes. The new cell will be located east of the <br />current Segment II cell and be approximately 1,300 feet long and 1,000 feet wide. The new cell <br />will have an approximate 30 acres foot print and provide approximately 2.9 million cubic yards <br />of additional disposal capacity. The value of this airspace based on the current tipping fees is <br />estimated to be in excess of $40 million dollars. <br />This project is to provide permitting services which are required including: <br />Task 1 - Design and Permitting for a New C&D Cell <br />Task 2 - General Services during Construction and Completion Certification <br />CDM will coordinate with Indian River County (IRC) Solid Waste Disposal District (SWDD) in <br />order to provide timely execution of each portion of this project. Note all construction will be <br />performed by IRC staff with some outside professional surveying and monitoring well <br />installation. <br />TASK 1 -DESIGN AND PERMITTING FOR A NEW C&D CELL <br />Under this task, CDM will prepare design drawings for construction of a new C&D cell which <br />are required for the Florida Department of Environmental Protection (FDEP) permit application <br />package. The design will be consistent with the C&D cells currently located at the SWDD site <br />and will meet Florida Administrative Code (FAC) Chapter 62-701 requirements. The design <br />drawings will be used by SWDD personnel to construct the Cell. The cell footprint will be <br />permitted to an approximate 1,300 feet by 1,000 feet parcel and be constructed in phases of <br />approximately 10 acres each. <br />This will be a new FDEP C&D Landfill permit. This permit will be independent of the previous <br />C&D permits. <br />Subtask 1.1 -Preparation of Engineering Permitting Plans <br />A major part of the application will be the preparation of engineering plans. Plan sheets <br />submitted in the construction permit application will be completed with sufficient detail to <br />provide reasonable assurance to the FDEP that the stormwater system and other components <br />will meet all regulatory requirements and function as designed to provide effective <br />environmental protection for the long-term build -out of the site. <br />A-1 mh2431.doc <br />
