Attachment A — Scope of Services <br /> June 2007 <br /> Work Order 8 <br /> Indian River County Beach <br /> Sectors 1 & 2 (Ambersand ) <br /> Construction Phase II Services and Post-Construction Monitoring <br /> INTRODUCTION <br /> The sand placement for the limited renourishment of the Ambersand project was broken into two <br /> phases. Phase I , placement of sand from the Sebastian Inlet Sand Trap , was performed under a <br /> FDEP partial notice to proceed (NTP), and allowed for placement of sand dredged from the <br /> Sebastian Inlet sand trap to be placed on the dry beach (landward of the MHW line). The Phase I <br /> portion of the project was completed in May 2006 under contract with Great Lakes Dredge and <br /> Dock, Inc. (GLDD). <br /> Biological Monitoring will be performed this summer, and it is anticipated that the FDEP will issue <br /> the County a full NTP to complete Phase II of this project. Phase II will place approximately <br /> 160,000 c.y. from the offshore borrow site , resulting in a total construction volume of <br /> approximately 258,000 c.y. This Work Order and Scope of Services will also provide the County <br /> with the necessary support and coordination to complete construction , necessary monitoring (as <br /> required by the project permits), construction phase administration and post-construction services <br /> to fulfill permit requirements. <br /> Task 1 Phase II Design Revisions <br /> Field directives were issued to GLDD and its subcontractor to enable placement of the contract <br /> volume for the Sebastian Inlet sand trap dredging . Field changes were made to the construction <br /> template such that placed material would remain landward of the MHW line . ATM will process the <br /> contractor's surveys and revise the construction templates for Phase II of the project. <br /> ATM will deliver revised Construction Plans to the County and Contractor. <br /> Task 2 Site Inspections and Meetings <br /> ATM will perform site inspections and conduct weekly progress meetings. It is anticipated that <br /> the contractor will commence sand placement in November or December of this year. ATM will <br /> conduct weekly inspections and conduct on-site progress meetings once mobilization <br /> commences. Prior to the contactor's mobilization , ATM will conduct weekly conference calls for <br /> a month prior to mobilization . The budget for this task also includes an allowance for contractor <br /> coordination and review of the contractor's requests for payment. <br /> ATM will prepare and provide the County with meeting notes for each weekly conference call <br /> and meeting . <br /> Task 3 Agency Coordination and Project Quality Control <br /> ATM will provide federal and state agency coordination as needed . Due to the nearshore <br /> hardbottom , the regulatory agencies interest in this project will require significant coordination <br /> and interaction , and ongoing coordination and updates will be provided . This task will also allow <br /> for proactive coordination with the regulatory agencies should any project permit related or <br /> regulatory issues arise during construction or though the County's Substantial Completion . <br />
