ATM will request permit modifications to extend the permit expiration date (the issued permit <br /> expires on October 23 , 2007) to allow a sufficient amount of time for the contractor to complete <br /> construction activities. <br /> ATM will provide the County updates via e-mail of any significant conversations or e-mail <br /> exchanges with the regulatory agencies , and will be billed on a time and materials basis. At <br /> ATM 's discretion , Coastal Eco-Group , Inc. (CEG ) may be consulted on a time and materials <br /> basis . <br /> Under this task, ATM will perform quality control and quality assurance measures to ensure that <br /> all submittals and agency coordination meet ATM's and the County's standards for reporting . <br /> All documents will be peer-reviewed internally by ATM staff, and provided to the County for <br /> comment. <br /> Task 4 Sediment Sampling and Reporting <br /> Per permit requirements , sand samples need to be collected and analyzed . Sand samples (two <br /> replicate) need to be collected at two cross-shore locations at each '/z monument station (e .g . , <br /> R-51 R-5 .5, R-6 , etc . ) upon the County's acceptance of the pay section . The samples will be <br /> collected by ATM staff as part of the site visit (Task 2) . ATM will be in close coordination with <br /> County staff regarding collection of the samples . Collected samples will be provided to and <br /> analyzed to ASTM standards by a qualified lab (SEA). <br /> ATM will provide the necessary regulatory agencies and the County with the laboratory analysis <br /> of the sand samples . <br /> Task 5 Pre-Construction (Phase II) Biological Monitoring <br /> To obtain a NTP from FDEP, biological monitoring of the nearshore resources must be <br /> conducted . Continental Shelf Associates, Inc. (CSA) will perform the biological monitoring . CEG <br /> will perform required 2n party quality assurance of the monitoring data , and ATM will perform <br /> necessary quality control on the reporting of the data . Work will include establishing and <br /> surveying the remaining 3 transects at R-5, R-8 , and R-22 , collecting quadrat and sediment <br /> thickness data along the eight project transects, and surveying the nearshore edge of hardbottom <br /> between R-4 and R-12. ATM will snorkel with CSA for 1 day to observe data collection methods , <br /> ensure that data collection methods meet the protocol , and to observe the overall extent and <br /> condition of the nearshore hardbottom . <br /> ATM and CEG will coordinate with FDEP and USACE on nearshore conditions and efforts <br /> undertaken as part of this task. The consultants and the County will have weekly teleconferences <br /> to coordinate efforts. <br /> ATM and CSA will provide the County with regular updates via e-mail or teleconferences of the <br /> field efforts, and a report presenting the data and an analysis of the data . <br /> Task 6 Post-Construction Physical Monitoring Report <br /> ATM will analyze the data and prepare a post-construction report. The report will include <br /> reporting of the pre-and post-construction surveys of the beach profiles and borrow site. ATM will <br /> analyze the data for placed sand , shoreline and volume changes and the post-project condition of <br /> the borrow site . ATM will provide the FDEP with aerial photography ( rectified and geo- <br /> referenced). ATM will prepare the Post-Construction Physical Monitoring Report as necessary. <br /> The County will provide ATM with comments to a draft version , and ATM will distribute the report <br /> as necessary . <br />
