E. <br /> Assistant Managing Director <br /> Solid Waste Disposal District <br /> Indian River County <br /> 1325 74`h Avenue SW <br /> Vero Beach, Florida 32968 <br /> Subject: Proposal for Engineering and Consulting Services for <br /> Landfill Gas-to-Energy Project Solicitation <br /> Indian River County Class I Landfill <br /> Vero Beach, Indian River County, Florida <br /> Dear Mr. Mehta: <br /> Geosyntec Consultants (Geosyntec) is pleased to submit this proposal to the Indian River County <br /> (IRC) Solid Waste Disposal District (SWDD) for providing engineering and consulting services <br /> for assisting SWDD to solicit proposals for a landfill gas-to-energy (LFGTE) or landfill gas <br /> (LFG) utilization from the Class I Landfill at the IRC Landfill (IRCL) facility located in Vero <br /> Beach, Indian River County, Florida. The proposal was prepared in response to a 3 April 2007 e- <br /> mail request from Ms . Polly Kratman of SWDD to Dr. Kwasi Badu-Tweneboah. P . E . of <br /> Geosyntec. Geosyntec has prepared this proposal as Attachment I under Work Order No. 08 for <br /> the Continuing Contract Agreement for Professional Services between IRC SWDD and <br /> Geosyntec, dated 10 August 2004 . <br /> The remainder of this proposal presents : (i) project background; (ii) proposed scope of work; <br /> (iii) budget estimate; and (iv) schedule. <br /> PROJECT BACKGROUND <br /> The IRCL facility is located in southern Indian River County, east of Interstate 95, south of Oslo <br /> Road, and west of Rangeline Road in Vero Beach, Florida. The SWDD operates both the Class I <br /> Landfill and Construction and Demolition Debris (C &D) disposal facility at the IRCL facility. <br /> The Class I Landfill includes Segment 1 , Segment 2, and an Infill area located between Segment <br /> I and Segment 2 . Segment 1 is approximately 20 acres, unlined , and was initially closed in <br /> 1990.
