3 . 3 Permit Processing : CONSULTANT will informally confer with FDEP staff to address staff <br /> issues and concerns and to expedite processing of the FDEP permit application . It is <br /> expected that FDEP staff will issue two Requests for Additional Information ( RAI ) . <br /> D . Task 4 — IRC Utility Application : In general , CONSULTANT shall assist the COUNTY with <br /> preparation and processing of a formal permit application for the Project to Indian River County <br /> Utilities as follows : <br /> 4 . 1 Permit Application : CONSULTANT shall prepare a formal IRC Utility permit application for <br /> the Project to IRC Utilities for submission by the COUNTY to IRC Utilities . COUNTY will <br /> provide (a ) permit application fees , ( b) evidence that the Project does not contravene local <br /> building codes , setbacks , or Comprehensive Plan , and ( c) evidence of title or ownership . <br /> 4. 2 Permit Processing : CONSULTANT will informally confer with IRC Utilities staff to address <br /> staff issues and concerns and to expedite processing of the IRC Utility permit application . It <br /> is expected that ( a ) IRC Utilities staff will issue two Requests for Additional Information <br /> ( RAI ) and ( b ) it will be necessary to meet with IRC Utilities staff in to resolve issues <br /> surrounding the proposed Project. <br /> E . Task 5 — Bidding & Construction Phase Services : COASTAL TECH will address questions <br /> from the COUNTY and Bidders and prepare Addenda , if necessary. COASTAL TECH will attend <br /> bid opening and make recommendation to COUNTY for contract award . <br /> 6 . 1 In general , COUNTY will provide construction administration , construction phase <br /> engineering services , and day-to-day site inspections . For sewer, as required by FDEP , <br /> COUNTY will retain a " professional engineer registered in Florida , to conduct on-site <br /> observation of construction , to prepare a certification of completion of construction , and to <br /> review record drawings for adequacy. " <br /> 3. DELIVERABLES <br /> A. Preliminary design (shall be considered 60 percent design review submittal ) — provide <br /> one copy each of structural and civil construction drawings together with one copy of the <br /> technical specifications . Also provide quality control comments on the 60 percent review <br /> submittal . <br /> B . Final design (shall be 100 percent review submittal) — provide one copy each of all <br /> drawings and technical specifications compatible with EJCDC 1996 General Conditions and <br /> provide digital AutoCAD drawing files 2005 edition or later and digital word document files <br /> of the technical specifications . Also provide one copy of the itemized opinion of probable <br /> construction cost. <br /> C . Conformed sets — After the project is bid but before the COUNTY awards the construction <br /> contract, provide five signed and sealed copies of the conformed contract drawings and five <br /> signed and sealed sets of the confirmed technical specifications . Further any revisions to <br /> the above digital drawing and document files shall be provided . <br />
