Plan . The preliminary design shall address the site-specific design conditions and shall include <br /> calculations , which form the basis of the Project design . As part of the preliminary design , the <br /> CONSULTANT shall identify expected beach-dune profiles and associated wave loads for the 50 <br /> and 100 year return interval storm events for design of the boardwalk ( by CONSULTANT) and <br /> restroom ( by others) respectively. These drawings shall illustrate the proposed site plan and <br /> include representative cross sections with dune plantings . <br /> The final design drawings shall be consistent with the State of Florida Department of <br /> Environmental Protection ( FDEP) permit and the Indian River County Minor Site Plan Approval, <br /> these drawings shall be prepared after permit issuance or otherwise upon request by the <br /> COUNTY. Final design includes proposed Technical Specifications — suitable for bidding and <br /> construction. <br /> B . Task 2 - Minor Site Plan Approval : The Project is a " nonresidential' project comprised of less <br /> than five thousand ( 5 , 000) square feet of new impervious surface area and qualifies for Minor Site <br /> Plan approval by the Indian River County. Based upon the Preliminary Design Documents <br /> prepared under Task 1 , the COUNTY shall prepare , submit and process Minor Site Plan Approval <br /> as follows : <br /> 2 . 1 Pre-application Conference : COUNTY will request and hold a pre-application meeting with <br /> Indian River County Community Development Department staff. COUNTY will prepare a <br /> written summary of staff comments . <br /> 2 . 2 Application : COUNTY will prepare and submit a formal application for Minor Site Plan <br /> Approval . <br /> 2 . 3 Staff Reviews : COUNTY will confer with Department staff to address staff questions , <br /> address staff requests for additional information , and provide for completion of the <br /> application . <br /> 2 . 4 Technical Review Committee (TRC ): COUNTY will meet with the TRC to review the <br /> application and address TRC comments . If required , COUNTY will formally address TRC <br /> comments in writing and re-submit application with written response to TRC so as to obtain <br /> TRC approval of the Site Plan . CONSULTANT will attend up to two (2) TRC meetings and <br /> concurrently advise COUNTY as to means to address TRC comments . <br /> C . Task 3 - FDEP Permit Application : In general , CONSULTANT shall assist the COUNTY with <br /> preparation and processing of a formal permit application for the Project to FDEP as follows : <br /> 3 . 1 Pre-Application Conference : Following Task 2 . 1 , CONSULTANT submit the draft <br /> Preliminary Site Plan to FDEP staff, formally request and chair a pre-application telephone <br /> conference with representatives of the COUNTY and FDEP staff. The purpose of the pre- <br /> application telephone conference is to ( a ) verify applicable rule provisions for FDEP <br /> permitting of the Project, ( b ) seek FDEP staff comments regarding the proposed Project. <br /> CONSULTANT will prepare a written summary of the results of the pre-application <br /> telephone conference . <br /> 3 . 2 Permit Application : CONSULTANT shall prepare a formal FDEP permit application for the <br /> Project to FDEP for submission by the COUNTY to FDEP. COUNTY will provide (a ) permit <br /> application fees, ( b ) evidence that the Project does not contravene local building codes , <br /> setbacks, or Comprehensive Plan , and (c) evidence of title or ownership . <br />
