Project/Task Description <br /> A6 . 1 Purpose of This Project <br /> This plan is prepared as a requirement of DEP Contract No . WM83 , Section LD <br /> (a Section 319 ( h ) Grant Contract ) . The water quality- monitoring program will <br /> evaluate the pollution removal effectiveness of the proposed stormwater <br /> detention pond . Initially , pre-construction water quality samples will be taken and <br /> measured to determine background water quality. When the stormwater system <br /> is constructed , the background pre-construction water quality will be compared to <br /> the post-construction water quality .
