0 <br />EXHIBIT A <br />SCOPE OF PROFESSIONAL SERVICES <br />INDIAN RIVER COUNTY SOLID WASTE DISPOSAL DISTRICT <br />ENGINEERING SERVICES FOR <br />ANNUAL PERMIT COMPLIANCE MONITORING AND REPORTING - 2010 <br />BACKGROUND <br />Semi-annual reports of groundwater and leachate quality at the Indian River County (IRC) <br />Solid Waste Disposal District (SWDD) Landfill must be submitted to the Florida Department of <br />Environmental Protection (FDEP) in accordance with Chapter 62-701.510, F.A.C. and the <br />Monitoring Plan Implementation Schedule (MPIS) of Permit No. S031-0128769-018. Water <br />levels are measured and samples of groundwater, surface water, and leachate are collected by <br />IRC SWDD staff in January and July in accordance with MPIS. Semi-annual monitoring reports <br />will be required in calendar year 2010. <br />Semi-annual sampling of the 27 (currently installed) Class I landfill groundwater monitor wells <br />and 6 (currently installed) construction and demolition (C&D) debris landfill groundwater <br />monitor wells shall be collected in January and July for the list of Semi -Annual Ground Water <br />Parameters on Attachment D and Attachment E of the Monitoring Plan Implementation <br />Schedule (MPIS), respectively. Ten new groundwater monitor wells are proposed for the <br />Segment 3 Class I landfill and four new groundwater monitor wells are proposed for the C&D <br />debris Cell 2 landfill but have not been installed and are not included the Scope of Services. <br />Samples from the two surface water sites shall be collected semi-annually in January and July <br />and analyzed for the list of Semi -Annual Surface Water Parameters presented as Attachment G <br />of the MPIS. Leachate shall be sampled annually from the leachate monitoring site (L-1) and <br />analyzed for the list of Annual Leachate Parameters presented as Attachment H of the MPIS. <br />Four additional leachate monitoring sites (L-2(1) through L-2(4)) are proposed for the Segment 3 <br />Class I landfill but have not been constructed and are not included the Scope of Services. CDM <br />will assist IRC SWDD Staff with the field sampling activities and the analytical testing will be <br />conducted by Environmental Conservation Laboratories (ENCO), the analytical laboratory <br />contracted with IRC SWDD. The results of the annual and semi-annual water quality <br />monitoring events are to be reported to FDEP within 60 days of receipt of analysis from the <br />laboratory. <br />The IRC Landfill also operates under a Title V permit (Permit No. 0610015 -003 -AV) issued on <br />August 2, 2007, which contains monitoring and reporting requirements related to the landfill <br />gas collection and control system. IRC SWDD is required to prepare and submit the following <br />to FDEP and the U.S. Environmental Protection Agency (USEPA), Region 4: <br />■ Annual Statement of Compliance (within 60 days after the end of the calendar year); <br />■ Annual Operating Report (on or before March 1 of the following year); and <br />■ Results of an annual flare visible emissions test (within 45 days of testing). <br />A-1 j12565.doc <br />
