CDM proposes the following Scope of Services to assist IRC SWDD with meeting the <br />requirements for the following during 2010: <br />■ Project Quality Management <br />■ Annual and semi-annual water quality reporting, <br />■ Title V reporting, <br />■ General Technical and miscellaneous permit compliance monitoring and reporting <br />SCOPE OF SERVICES <br />CDM will undertake the annual permit compliance monitoring and reporting, which will <br />include the following tasks: <br />Task 1: Project Quality Management <br />Task 2: Annual and Semi -Annual Sampling and Reporting <br />Task 3: Title V Permit Compliance and Reporting; and <br />Task 4: General Technical and Miscellaneous Permit Compliance Reporting <br />TASK 1.0 - PROTECT QUALITY MANAGEMENT <br />Activities performed under this task consist of those generally administrative functions <br />required to assure that the project remains on schedule, within budget, and that the quality of <br />the work products defined within this scope is consistent with CDM's standards and IRC <br />SWDD's expectations. <br />CDM will meet with IRC SWDD staff monthly for project planning and coordination. CDM's <br />project manager will prepare and submit monthly status reports and attend status reporting <br />meetings throughout the life of the project. It is estimated that meetings will be held on the <br />average of once a month. Preparation of invoices and project administration will also be <br />performed under this task. <br />TASK 2.0 - ANNUAL AND SEMI-ANNUAL SAMPLING AND REPORTING <br />CDM will assist IRC SWDD with all sampling preparation activities, including scheduling, <br />staffing, subcontracting, and field equipment preparation. CDM will perform the field testing, <br />sample collection, and water -level measurements. CDM will contract with Ideal Tech Service <br />Inc. (ITS) to perform the groundwater, surface water, and leachate sampling. CDM/ITS will <br />perform the semi-annual (January and July) sampling of the 27 (currently installed) Class I <br />landfill groundwater monitor wells and 6 (currently installed) construction and demolition <br />(C&D) debris landfill groundwater monitor wells (33 total wells) for the list of Semi -Annual <br />Ground Water Parameters on Attachment D and Attachment E of the MPIS, respectively. <br />CDM/ITS will collect water level data for the groundwater monitor wells and staff gauge prior <br />to the sampling event. CDM/ITS will also perform semi-annual (January and July) sampling of <br />the two surface water sites for analysis of the list of Semi -Annual Surface Water Parameters <br />presented as Attachment G of the MPIS and annual leachate sampling from the leachate <br />monitoring sites for analysis of the list of Annual Leachate Parameters presented as Attachment <br />H of the MPIS.
