CDM will estimate the annual emission rates of non -methane organic compounds and volatile <br />organic compounds from the landfill gas to determine the IRC Landfill's status with regard to <br />operation and reporting requirements of the active landfill gas collection and control system <br />under the New Source Performance Standards requirements. <br />Annual Emissions Fee <br />CDM will submit the annual emissions fee to FDEP between January 15 and March 1 using <br />completed FDEP Form 62-213.900(1). IRC SWDD is responsible for providing CDM with the <br />required fee. <br />Visible Emissions Testing <br />CDM will contract with a certified observer to perform the annual visible emissions test in order <br />to determine the opacity of the flare. CDM will provide oversight of the annual visible emission <br />testing of the flare, notify FDEP of the time and location of the test, and prepare and submit to <br />FDEP a report of the test results. <br />TASK 4.0 - GENERAL TECHNICAL AND MISCELLANEOUS PERMIT COMPLIANCE <br />ASSISTANCE <br />CDM will provide general technical and permit compliance assistance to IRC SWDD staff on an <br />as needed basis. IRC SWDD staff is performing a number of the tasks required annually by the <br />current FDEP landfill permits. CDM will provide support as needed for the SWDD staff as they <br />perform these tasks. <br />Each task will be authorized and documented up to the budgeted amount for each task. General <br />technical and permit compliance assistance tasks may include: <br />■ reporting required by the Multi -Sector Generic Permit for stormwater discharge; <br />■ quarterly monitoring and reporting of the landfill gas monitoring wells located at the IRC <br />Landfill site boundary, as well as enclosed structures located on site; <br />■ submittal of records of groundwater dewatering volumes to St. Johns River Water <br />Management District in compliance with the consumptive use water permit; <br />■ preparing agenda items for and attend IRC Board of County Commissioners meetings, <br />■ developing annual IRC SWDD budgets, and <br />■ miscellaneous permit renewals or technical support <br />PROTECT SCHEDULE <br />The following project schedule has been developed based on authorization to provide design <br />services being received on January 1, 2010. <br />Task 1: January 1, 2010 through December 31, 2010 <br />Task 2: January and July (within 60 days of receipt of laboratory analysis) <br />A-4 j12565.doc <br />
