EXHIBIT A <br />SCOPE OF PROFESSIONAL SERVICES <br />INDIAN RIVER COUNTY SOLID WASTE DISPOSAL DISTRICT <br />ENGINEERING SERVICES FOR <br />ANNUAL PERMIT COMPLIANCE MONITORING AND REPORTING <br />WORK ORDER NO. 8 <br />This Authorization, when executed, shall be incorporated in and become part of the Contract for <br />Consulting/Professional Services between the Indian River County Solid Waste Disposal District <br />(IRC SWDD), and CDM Smith Inc. (CDM Smith), dated December 6, 2011 hereafter referred to as <br />the Contract. <br />BACKGROUND <br />Solid Waste Operation Permit Water Quality Compliance <br />Semi-annual reports of groundwater quality at the IRC SWDD Landfill must be submitted to the <br />Florida Department of Environmental Protection (FDEP) in accordance with Chapter 62-701.510, <br />Florida Administrative Code (F.A.C.) and the Monitoring Plan Implementation Schedule (MPIS) of <br />Permit Nos. SC31-0128769-019 and S031-0128769-020 as modified by Florida Department of <br />Environmental Protection (FDEP) correspondence regarding the permit renewal application for the <br />Construction and Debris landfill at the IRC facility entitled `Second Request for Additional <br />Information, Permit Renewal Application S031-0128769-021" dated July 5, 2012 and the response <br />by CDM Smith on behalf of IRC dated July 16, 2012. Water levels are measured and samples of <br />groundwater and surface water are collected in January and July in accordance with MPIS and the <br />Second Request for Additional Information, Permit Renewal Application S031-0128769-021 dated <br />July 5, 2012 and the response by CDM Smith on behalf of IRC dated July 16, 2012. The requirement <br />for leachate sampling and analyses was removed when Chapter 62-701, F.A.C. was revised in <br />August 2012. <br />Two semi-annual monitoring reports that document the sampling events will be required in <br />calendar year 2014. It is expected that the MPIS will be modified to incorporate the revisions to the <br />monitoring program as described in the Second Request for Additional Information, Permit <br />Renewal Application S031-0128769-021 dated July 5, 2012 and the response by CDM Smith on <br />behalf of IRC dated July 16, 2012. This is not expected to change the scope of work. <br />Semi-annual sampling of the Class I and construction and demolition (C&D) debris landfill <br />groundwater monitor wells shall be performed in January (41 wells) and July (25 wells) of 2014. <br />The samples from these events shall be analyzed for the list of Semi -Annual Ground Water <br />Parameters identified in Paragraphs 8 and 9 of the MPIS and Second Request for Additional <br />Information, Permit Renewal Application 5031-0128769-021 dated July 5, 2012 and the response <br />by CDM Smith on behalf of IRC dated July 16, 2012, which is included by reference in Permit Nos. <br />SC31-0128769-019 and S031-0128769-020 CDM Smith understands that additional new or <br />replacement groundwater monitor wells will be installed in the future under Permit Nos. SC31- <br />0128769-019 and S031-0128769-020. Sampling of proposed new or replacement groundwater <br />monitor wells required by Permit Nos. SC31-0128769-019 and S031-0128769-020 beyond those <br />currently installed and included in the groundwater quality monitoring program (41 in January and <br />25 in July) are not included this Scope of Services. <br />A-1 <br />1J1375.docx <br />
