EXHIBIT A <br />SCOPE OF WORK <br />INDIAN RIVER COUNTY <br />ALL ABOARD FLORIDA <br />REVIEW OF ENVIRONMENTAL PLANNING DOCUMENTS <br />BACKGROUND <br />All Aboard Florida (AAF) is developing a passenger rail service between Orlando and Miami, Florida. As <br />part of the proposed project, there are 30 instances within the Indian River County boundaries where <br />the proposed rail system crosses County, City or private roadways. As part of the project development, <br />AAF has prepared an environmental impact statement (EIS) and a noise study that address potential <br />issues or concerns relative to obtaining easements for each crossing from the governing entity of each <br />intersection and the compatibility of the proposed crossings with existing environmental components. <br />Specifically, there are 21 such crossings where the rail system crosses County roads, for which AAF and <br />the County must develop lease agreements. The remaining 9 crossings are either at City intersections or <br />crossings of privately owned land. In addition, there are 2 Florida Department of Transportation <br />crossings within the County that will be excluded from this scope of services. The County has requested <br />the services of CDM Smith Inc. (Consultant) to review the EIS on behalf of the Public Works Department <br />and provide comments to the County relative to all 30 crossings. <br />The following scope of services details the tasks necessary to complete the review. <br />SCOPE OF SERVICES <br />Consultant will perform the following services associated with the review of AAF's EIS. <br />TASK -1.0 EIS -DOCUMENT -REVIEW <br />It is the Consultant's understanding that design plans for the AAF rail system are not yet available for <br />review; however, it is anticipated that the portion of the system within the County will fall within the <br />existing Florida East Coast (FEC) railroad corridor. Therefore, the proposed improvements within the <br />County are expected to be limited to improving existing crossings in order to achieve the higher rail <br />speed (rebuilding of bridge crossings, installation of additional side protection, advanced warning <br />systems, etc.). <br />Consultant will review the primary EIS that will be provided by the County once available. This review <br />will be limited to the main document, including the archeological and historical summary, and will not <br />include review of the supporting reports/documents unless specifically requested by County staff with <br />services negotiated under separate cover. The review will focus on AAF's plan to comply with applicable <br />regulatory requirements, environmental impacts associated with the crossing improvements (if the <br />detail is available at the time of review), potential infrastructure impacts at the existing crossings and <br />other related environmental impacts to the County identified in the report. Consultant's comments will <br />be summarized in a letter report to County staff. <br />TASK 2.0 REVIEW OF NOISE STUDY <br />Consultant will review the noise study prepared by AAF as it pertains specifically to the impacts to land <br />owners surrounding each proposed crossing. The review will include compatibility evaluation with the <br />County's Land Development Regulations.
