proposed high speed rail system will be compared to the existing noise levels of the FEC rail system for <br />reference purposes. Consultant's comments will be summarized in the letter report prepared under Task <br />1.0. <br />TASK 3.0 FIELD EVALUATION OF CROSSINGS <br />County staff has requested that Consultant personnel accompany AAF staff during the impact analysis <br />walk through at each intersection. It is anticipated that the field evaluation of the proposed 30 crossings <br />will require two full days of field activities. During the field evaluation, Consultant's staff will note the <br />conditions present at each crossing to determine if any additional environmental impacts should be <br />considered above and beyond those items identified in the AAF EIS. Consultant's project manager <br />(environmental/land use impacts) and a representative from Consultant's transportation engineering <br />group (traffic impacts) will conduct the field inspections. Photo documentation will be compiled and <br />provided to the County along with a memorandum summarizing the findings. <br />TASK 4.0 MEETINGS WITH COUNTY STAFF <br />Consultant will prepare for and participate in two meetings with County staff to discuss the findings of <br />the EIS review. Two members of Consultant's staff will attend each meeting. <br />TASK 5.0 Project Management and Quality Control <br />Activities performed under this task consist of those general functions required to maintain the project <br />on schedule, within budget, and that the quality of the work products defined within this scope is <br />consistent with Consultant's standards and the County's expectations. Specific activities included are <br />identified below: <br />Subtask 5.1 Project Quality Management <br />Consultant maintains a Quality Management System program on all projects. An internal project quality <br />management planning session will be conducted at the start of the project. This action 1s required by <br />CDM Smith's quality management system guidelines. <br />Subtask 5.2 Project Status Reports <br />Consultant's project manager will prepare and submit monthly written status reports with each invoice <br />for an anticipated project life of three months. <br />OTHER SERVICES NOT INCLUDED IN THIS SCOPE OF SERVICES <br />Since design plans and specifications are not yet completed for the AAF project, Consultant will not <br />conduct reviews related to specific infrastructure improvements at each crossing beyond reviewing the <br />information available in the EIS Future services that may be required, but are not included in this scope <br />of services, include but are not limited to: <br />■ Easement modifications; <br />■ Construction, operations or maintenance oversight; <br />■ Meetings with Florida Department of Transportation and/or AAF; <br />■ Utility conflict identification or resolution; <br />■ Evaluation of County infrastructure impacts due to proposed track location, proposed rail bridges, <br />proposed elevated track proposed depressed track, roadway ramp modifications, proposed <br />roadway bridges over rail proposed stormwater pond locations, and existing stormwater pond <br />relocations and other impacts to existing roadway, bridges, drainage, and ponds; and <br />■ Identification of AAF plan conflicts with long-term roadway build -outs within the County. <br />A-2 <br />jj7463(2).doc <br />
