Indian River County Sector 3 Phase 2 - Construction Phase Services <br /> Scope of Work <br /> Surveys will be conducted along a series of 3 -kilometer long transects previously established for the <br /> 2007 Sector 3 baseline survey . IRG will provide all equipment, personnel , and supplies needed to <br /> conduct the surveys . Ordinarily, four IRG personnel will be required for the project (two observers , a <br /> data recorder, and a boat operator) . IRG will only conduct surveys when weather conditions are <br /> acceptable for survey accuracy and safety . IRG will not bill for weather days , when equipment and <br /> personnel are mobilized , but surveys cannot be completed . Field effort for each quarterly census will <br /> include a complete survey of both the Treatment and the Control sites ( three transects at each site) . To <br /> eliminate the effect of day -to-day variability in turtle sighting conditions on the data set, surveys of <br /> the Treatment and Control sites will be conducted in the same day . If deteriorating weather conditions <br /> do not allow for a complete survey of both sites to be conducted in the same day, the entire survey <br /> effort will be repeated on the next acceptable date <br /> Data will be tabulated and transmitted to COASTAL TECH at the conclusion of each survey effort. <br /> At the conclusion of each year (four quarters) of surveying, data will be analyzed and marine turtle <br /> abundance will be compared between the preconstruction baseline and the current year' s data for each <br /> individual transect and for the sites as a whole (all transects combined) for both the Treatment and <br /> Control sites . Data for green and loggerhead turtles will be analyzed and presented separately . <br /> At the conclusion of each annual survey effort (four quarterly surveys) IRG will prepare and deliver a <br /> summary report completely describing the methods , results and conclusions of the survey project, in a <br /> format acceptable to COASTAL TECH and Indian River County . IRG will also provide periodic <br /> progress reports as requested by COASTAL TECH . Up to ten ( 10) hard copies of the report, each <br /> including an electronic copy on CD , will be provided . <br /> Task 8 — Post-Phase 2 Construction Nearshore Hardbottom Monitoring : In general , COASTAL <br /> TECH and CSA will perform services to fulfill requirements for immediate post-Phase 2 construction <br /> "Nearshore Hardbottom Monitoring" as identified in the FDEP approved Biological Monitoring Plan <br /> (dated April 2009) and including FDEP Specific Conditions 48 through 54 . Monitoring events shall <br /> consist of an immediate post construction survey conducted during the summer after project <br /> completion (May 1 through September 30) . The report and all data deliverables shall be provided to <br /> COASTAL TECH within 90 days after completion of the survey . <br /> Using aerial images obtained from ACA via COASTAL TECH (developed via Task 5) , the "aerial <br /> photographs will be digitized" by CSA to (i) produce GIS -based habitat map (ESRI shape files) , and <br /> (ii) facilitate further analysis . Based upon these maps COASTAL TECH will assess post-Phase 2 <br /> construction hardbottom impacts — due to physical burial - likely attributable to Phase 1 or 2 of the <br /> Project from R-28 to R-55 . <br /> CSA will (a) perform "ground -truth" verification of the aerial photography to include bounce dives <br /> and/or cross -shore video transects — as described below (b) include the geo-referenced field position <br /> in copies of the " ground -truthing" photography and transect video record to be provided by CSA to <br /> the COUNTY , COASTAL TECH, and FDEP, and (c) use the "ground -truthing" (and transects as may <br /> be appropriate) to verify interpretation of the aerials to produce the GIS -based habitat map . <br /> Per the Biological Monitoring Plan, COASTAL TECH and CSA will : <br /> = conduct video transects at reference monuments R-26 R-28 . 5 R-30, R-32, R-34 , R-36 ,_ R-38 , R- <br /> 40 R-42 R-44 R-48 R-50 R-52 , - R-54 , R -56,- R-60 . 5 , R-63 .
