Indian River County Sector 3 — Post- Construction Monitoring Services <br /> Scope of' Work <br /> Task 3 — Post- Construction - Sea Turtle, Lighting, and Shorebird Monitoring and Reporting : EAI <br /> will perform post- construction sea turtle monitoring services beginning May 1 through October 31 , 2012 - <br /> along the entire Sector 3 Project area ( R20 to R55 ) and control areas . EAI will directly <br /> confer with <br /> existing Marine Turtle Permit Holders in collaboration with the COUNTY to appropriately coordinate the <br /> Project monitoring by EAI with the existing yearly monitoring efforts by others within the Project area. <br /> Turtle monitoring services by EAI shall be in accordance with FFWCC guidelines and will focus <br />on <br /> Loggerhead Turtles ; Green Turtle nests (monitored for nesting success ) will be limited to up to 100 nests . <br /> In conjunction with the Post-Construction — Sea Turtle Monitoring, EAI shall conduct shorebird surveys <br /> along the entire Project area ( 1120 to R55 ) to facilitate potential construction activities to level <br /> escarpments - as required by FDEP Specific Condition 35 ( May 1 through August) . Within 60 days post- <br /> construction , EAI will provide a report to the USF & WS describing the actions taken and the information <br /> required under item 13 of the USF& WS Biological Opinion dated December 2 , 2009 . <br /> EAI will also conduct five ( 5 ) post-construction beachfront lighting surveys as required by FDEP Specific <br /> Condition 27 ( May 15 , June 15 , July 15 , August 15 , and September 15 ) along the entire Project area ( 1120 <br /> to R55 ) and submit a summary report of the survey to the COUNTY and COASTAL TECH by the 25 `x' <br /> of each month the survey was conducted . The COUNTY will provide documentation of property owner <br /> notification to FWC by the 1 '` of the following month with a final summary report provided by December <br /> 15 . Consistent with item 1 I of the "Terms and Conditions" for the " Protection of sea turtles" by the <br /> USF & WS Biological Opinion dated December 2 , 2009 , the June 15 lighting survey by EAI will serve as <br /> the USF& WS 30 day post construction lighting survey for Phase 2b . <br /> IRG will perform the field work required under FDEP Special Condition 32 for assessing sea <br />turtle <br /> Population levels in the nearshore area within and adjacent to the Project area ( R20 to R55 ) . This <br /> assessment is to be conducted quarterly : including : June-August, September-November, Dece►nber- <br /> February and March - May . The surveys will be conducted in accordance with the requirements of Special <br /> Condition 32 of the issued pennit, and will employ the same methodology and transect locations used in <br /> the 2007 baseline study of nearshore sea turtle abundance conducted by IRG for COASTAL TECH and <br /> the COUNTY . The methodology will include concurrent sampling of the Project area and an appropriate <br /> control area to allow potential Project effects on nearshore sea turtle abundance to be separated <br /> fro ►n <br /> natural background variability . <br /> IRG surveys will be conducted along a series of 3 -kilometer long transects previously established for the <br /> 2007 Sector 3 baseline survey . IRG will provide all equipment, personnel , and supplies needed to conduct <br /> the surveys . Ordinarily , four IRG personnel will be required for the Project (two observers <br />, a data <br /> recorder, and a boat operator) . IRG will only conduct surveys when weather conditions are acceptable for <br /> survey accuracy and safety . IRG will not bill for weather days, when equipment and personnel <br />are <br /> mobilized , but surveys cannot be completed . Field effort for each quarterly census will include a complete <br /> survey of both the Treatment and the Control sites (three transects at each site) . To eliminate the effect of <br /> day-to -day variability in turtle sighting conditions on the data set, surveys of the Treatment and Control <br /> sites will be conducted in the same day . If deteriorating weather conditions do not allow for a complete <br /> survey of both sites to be conducted in the same day, the entire survey effort will be repeated on the <br />next <br /> acceptable date at no additional cost to the COUNTY . <br /> Page 2 of 4 <br /> March 20, 2012 <br />
