Indian River County Sector 3 — Post- Construction Monitoring Services <br /> Scope of' Work <br /> Data collected by IRG will be tabulated and transmitted to COASTAL TECH at the conclusion of each <br /> survey effort. At the conclusion of each year (four quarters) of surveying, data will be analyzed <br /> and <br /> marine turtle abundance will be compared between the preconstruction baseline and the current year ' s <br /> data for each individual transect and for the sites as a whole (all transects combined ) for <br /> both the <br /> Treatment and Control sites . Data for green and loggerhead turtles will be analyzed and presented <br /> separately . <br /> At the conclusion of each annual IRG survey effort (four quarterly surveys) IRG will prepare and deliver <br /> a summary report completely describing the methods, results and conclusions of the survey Project, in a <br /> format acceptable to COASTAL TECH and the COUNTY . IRG will also provide periodic progress <br /> reports as requested by COASTAL TECH . Up to ten ( 10) hard copies of the report, each including <br />an <br /> electronic copy on CD , will be provided . <br /> Task 4 — Post- Construction Nearshore Hardbottom Monitoring : In general , COASTAL TECH and <br /> CSA will perform services surrounding ( R15 to R60 ) the entire Project area to fulfill requirements for <br /> " Nearshore Hardbottom Monitoring" as identified in the FDEP approved Biological Monitoring Plan <br /> (dated April 2009) and including FDEP Specific Conditions 48 through 54 . Monitoring events shall <br /> consist of an immediate post construction survey conducted during the summer after Phase 2b <br /> completion ( May 1 through September 30) . The report and all data deliverables shall be provided to <br /> COASTAL TECH within 90 days after completion of the survey . <br /> Using aerial images obtained from ACA via COASTAL TECH (developed via Task 1 ), the "aerial <br /> photographs will be digitized " by CSA to ( i ) produce GIS - based habitat map ( ESRI shape files) , and ( ii ) <br /> facilitate further analysis . Based upon these maps COASTAL TECH will assess post- Phase 1 , 2 , <br /> 2b <br /> construction hardbottom impacts — due to physical burial - likely attributable to Phase 1 , 2 , or 2b of <br /> the <br /> Project. <br /> CSA will (a) perform "ground -truth " verification of the aerial photography to include bounce dives and/or <br /> cross-shore video transects ( b ) include the geo-referenced field position in copies of the "ground -truthing" <br /> photography and/or transect video record to be provided by CSA to the COUNTY , COASTAL TECH , <br /> and FDEP, and (c) use the "ground -tmthing" (and transects as may be appropriate) to verify interpretation <br /> of the aerials to produce the GIS - based habitat map . Per the Biological Monitoring Plan , COASTAL <br /> TECH and CSA will : <br /> ■ conduct transects, quadrat sampling and "Nearshore Hardbottom Edge Mapping" in the post- <br /> Phase 1 , 2 , and 2b Project fill area, and <br /> • analyze the transects and aerial photography and prepare a summary report including : <br /> (a) a comparison with statistical analyses of the pre- and post-construction hardbottom <br /> exposure including net loss/gain of hardbottom, <br /> ( b) sand volume and distribution changes , and <br /> (c) an assessment of hardbottom impacts attributable to the Project, natural processes , and <br /> other effects including recent "treasure- salvage" operations , as observed on monitoring <br /> transects or along the landward edge of hardbottom . <br /> Nearshore transect surveys and nearshore hardbottom edge mapping are projected to be perfor►ned at a <br /> rate of 1 . 5 fixed transects surveys per day and about 6 , 000 feet of hardbottom edge mapped per day <br /> — <br /> including limited time potentially lost due to local inclement weather events (thunderstorms and rough <br /> seas) which may occur during the summer survey period . <br /> Page 3 of 4 <br /> March 20, 2012 <br />
