Indian River County Sector 3 Phase 2 - Construction Phase Services <br /> Scope of Work <br /> (o) Confer with existing Marine Turtle Permit Holders to coordinate work ( see Part 3 ) . <br /> ( p) Perform compaction testing along the Phase 1 and 2 Project area (per FDEP Specific <br /> Condition 23 ) <br /> ( q) Take representative photographs along each fill acceptance section and compile them in a <br /> document to photo -document that the Contractor tilled the beach following completion of <br /> each fill acceptance section of Phase 2 . <br /> (r) Monitor the Contractor ' s dune planting and submit an as-built (Phase 2 ) report within 30 days <br /> of planting completion and a post-Phase 1 annual post-construction dune vegetation <br /> monitoring report to FDEP (per FDEP Specific Condition 14). <br /> During construction , COASTAL TECH will : <br /> (a) Analyze pre-construction surveys (obtained via prior authorization as "post-Phase 1 <br /> Construction Survey" under WORK ORDER NUMBER 8 ) to re-assess the estimated volume <br /> required for construction . <br /> (b) Amend the Technical Specifications and Drawings to incorporate amendments as may be <br /> required by FDEP Notice to Proceed and updated survey data . <br /> (c) Produce and deliver five (5 ) sets [two (2 ) for the COUNTY and three (3 ) for the Contractor) <br /> of the amended Technical Specifications and Drawings to the COUNTY with digital copies <br /> furnished to the COUNTY upon request. <br /> (d) Conduct site visits at the mine and construction area ( if allowed access to the mine ) to spot <br /> check the Contractor' s progress and construction . <br /> (e) Perform independent spot-check sampling (obtained during site-visits by COASTAL TECH <br /> or otherwise provided by the COUNTY) and analysis (< 25 samples) of sediment samples to <br /> check the Contractor ' s compliance with the Sediment QA/QC Plan . <br /> ( f) Check the work for substantial compliance with the Drawings , General Conditions, Technical <br /> Provisions , applicable permits, and the Construction Contract. <br /> ( g) As may be requested by the COUNTY , review up to two (2) Change Orders for approval by <br /> the COUNTY and Contractor. <br /> ( h ) Prepare Construction Field Directives . <br /> ( i ) Interpret the Contract Documents , <br /> 0 ) Seek to resolve claims by the Contractor and/or COUNTY . <br /> ( k) Consult and advise the COUNTY relative to progress and requirements of the Project . <br /> ( 1) Review payment applications from the Contractor, and prepare Certificates recommending <br /> payment by the COUNTY . <br /> ( m ) Prepare and submit a Final Certification to FDEP . <br /> ( n ) Provide as-built drawings and a completed As-Built Certification form to the USACE with <br /> pre-Phase 2 construction aerial photographs (obtained via prior authorization as "post-Phase 1 <br /> construction controlled aerial photography" under WORK ORDER NUMBER 8 and post— <br /> Phase 2 construction aerial photographs (collected under Task 5 - if completed and available) <br /> per USACE Special Condition 9 . <br /> ( o) Prepare and submit a letter to the agencies summarizing the findings of items p and q in Task <br /> 2 above . <br /> (p) Under subcontract with M&E, perform "pay profile surveys" and determine actual quantities <br /> placed by the Contractor for acceptance of fill segments at a minimum segment length of <br /> 1 , 000 feet with pay profiles at a spacing of 100 feet; for Phase 2 a total of 138 "pay surveys" <br /> are required, for the uncompleted portion of Phase 1 a total of 21 "pay surveys" are required, <br /> for a the completed portions of Phase 1 to be "touched up" in conjunction with Phase 2 a total <br /> of 25 "pay surveys" are required ; a total of 184 " pay surveys" are planned to coincide with <br /> spot checks during construction .
