Indian River County Sector 3 Phase 2 - Construction Phase Services <br /> Scope of Work <br /> ( g) Resumes of turbidity monitor and the Contractor' s construction supervisor. <br /> COASTAL TECH will informally confer with the COUNTY and FDEP to expedite obtainment of the <br /> FDEP Notice to Proceed . <br /> Task lb — Pre-Construction Conference : After issuance of the Notice to Proceed , the COUNTY will <br /> prepare an agenda, Chair the pre-construction conference, and prepare a written summary of the <br /> conference . COASTAL TECH will : <br /> ( a) arrange and attend a meeting between the COUNTY, FDEP , FFWCC , EAI and USACE and <br /> support the COUNTY (to serve as Chair) in association with the required pre-construction <br /> conference (per FEP Specific Condition 5 ),and <br /> (b) provide written notice of commencement of construction to FDEP, FDEP District Office, and <br /> USACE per FDEP General Condition 9 . <br /> Part 2 — Services During Construction <br /> In general, the COUNTY will administer the Construction Contract for Phase 2 ; COASTAL TECH <br /> will generally monitor construction progress and spot-check construction to provide assurances that <br /> the work is constructed in reasonable conformity with the Drawings, General Conditions, Technical <br /> Specifications, applicable permits, and the Construction Contract, <br /> Task 2 — Phase 2 Engineering Services : The COUNTY will administer the Construction Contract <br /> and provide all communications to the Contractor relative to the Project. The COUNTY will directly <br /> observe and monitor the Contractor ' s work to determine the progress and quality of the work, identify <br /> discrepancies and report significant discrepancies to the Contractor and COASTAL TECH . The <br /> COUNTY will keep accurate detailed records of the Contractor' s daily operations and of significant <br /> events that affect the work. The COUNTY will provide to COASTAL TECH a written summary of <br /> the Contractor' s progress on a weekly basis for review during Phase 2 . During construction , the <br /> COUNTY will : <br /> (a) Monitor the Contractor' s work for compliance with the USACE and FDEP permits . <br /> ( b) Check that the Contractor maintains Record Drawings — as are required by the General <br /> Conditions of the Contract Documents . <br /> (c) Check the layout of the work by the Contractor. <br /> (d ) Monitor the condition of FDEP survey reference monuments , and the Contractor ' s care of <br /> these monuments . <br /> (e) Monitor the Contractor' s mobilization and demobilization of men and equipment . <br /> (f) Monitor the Contractor' s transport of material from the upland mines to the beach fill area. <br /> (g) Monitor the details of the work including final grading and dressing of placed fill . <br /> (h ) Monitor the Contractor' s work area and measures to provide for public safety . <br /> ( i ) Monitor turbidity monitoring and reporting by the Contractor including the Contractor ' s <br /> Testing Certificate . Submit the required turbidity reports to FDEP ( per FDEP Specific <br /> Condition 47) . <br /> (j ) Monitor the Contractor ' s compliance with the Sediment QA/QC Plan . <br /> (k) Monitor the Contractor ' s work relative to any impacts to any historical , archeological , and <br /> cultural resources . <br /> ( 1 ) Check the work for substantial compliance and monitor the Contractor ' s final clean- up of the <br /> project site including the staging areas and trucking routes . <br /> ( m) Document and monitor conditions of the areas to be used by the Contractor including truck <br /> routes, staging areas, and the overall Project area before, during, and after construction . <br /> (n) Collect and deliver (< 25 ) sand samples to COASTAL TECH ' S Vero Beach office . <br /> Page 2 of 8 <br /> October 4, 2010 <br />
