Indian River County Sector 3 Phase 2 - Construction Phase Services <br /> Scope of Work <br /> Part 3 — Monitoring During Construction & First Year Post- Construction <br /> In general , work described in Part 3 constitutes monitoring required by FDEP or the USACE permits <br /> consistent with the USF& WS Biological Opinion dated December 2 , 2009 . It is expected that the <br /> monitoring under this Scope of Work will be accepted by FDEP as the immediate post- construction <br /> monitoring of the Phase 2 fill area and the "year I " annual monitoring for the previously completed Phase <br /> 1 fill area . Post-Phase 2 Construction Annual Biological or Physical Monitoring (years 1 , 2 , 3 , 5 +) is not <br /> addressed in this Scope of Work. <br /> Task 3 — Phase 2 Permit Administration : During construction of Phase 2 , COASTAL TECH will <br /> confer with the COUNTY , the Contractor, USACE and FDEP staff to check and document that the <br /> Contractor and COUNTY have fulfilled reporting requirements as cited in the permits . COASTAL <br /> TECH will : <br /> (a ) Prepare a tabular summary of permit requirements, the responsible entity for each applicable <br /> permit condition, and the required date for compliance . <br /> (b) Assist the COUNTY with documentation of permit compliance . <br /> (c ) Maintain a written schedule and summary of permit compliance including dates that <br /> requirements are met and/or submitted to the agencies . <br /> Task 4 — During Phase 2 Construction - Sea Turtle, Lighting, and Shorebird Monitoring : On a <br /> daily basis during Phase 2 construction (starting March 1 or at least 65 days prior to commencement, <br /> whichever is later) , EAI shall monitor, relocate, and/or mark sea turtle nests along the entire project <br /> area shoreline (R-20 to R-55 ) including areas of beach access to fulfill requirements of FDEP Specific <br /> Conditions 19 and item 3 ( including 3a through 3c) of the "Terms and Conditions" for the "Protection <br /> of sea turtles" in the USF&WS Biological Opinion dated December 2 , 2009 — in accordance with <br /> Florida Fish & Wildlife Conservation Commission (FFWCC) guidelines . Nighttime monitoring will <br /> not be required due to use of upland sand sources . EAI will directly confer with existing Marine <br /> Turtle Permit Holders in collaboration with the COUNTY to appropriately coordinate the project <br /> monitoring by EAI with the existing yearly monitoring efforts . EAI will also conduct beachfront <br /> lighting surveys as required by FDEP Specific Condition 27 (May 15 ) along the entire project area <br /> and item I I (pre-construction survey) of the "Terms and Conditions" for the "Protection of sea <br /> turtles" by the USF&WS Biological Opinion dated December 2 , 2009 . In conjunction with the During <br /> Phase 2 Construction — Sea Turtle Monitoring, EAI shall also conduct early nesting season shorebird <br /> surveys along the entire project area as required by FDEP Specific Condition 35 (commencing April <br /> I through August) . <br /> Task 5 — Post-Phase 2 Construction Physical Monitoring : In general , COASTAL TECH will <br /> provide physical monitoring services for post-Phase 2 construction monitoring for the Sector 3 <br /> Project — required by the FDEP Permit No . 285993 -001 -JC and outlined in the Physical Monitoring <br /> Plan dated December 16, 2009 . Specifically , COASTAL TECH will : <br /> • via subcontract with M& E , perform topographic and bathymetric surveys of the beach and <br /> dune from R- 15 to R-60, <br /> • via subcontract with ACA, provide controlled aerial photography from R- 15 to R-60 , <br /> • perform beach sand sample collection (obtained via subcontract with M& E), and analysis <br /> (<20 samples) of sediment samples to evaluate the sediment characteristics of the restored <br /> beach (summer months, 12 month post-Phase 1 construction per Physical Monitoring Plan), <br /> and <br /> Page 5 of 8 <br /> October 4, 2010 <br />
