Indian River County Sector 3 Phase 2 - Construction Phase Services <br /> Scope of Work <br /> • prepare and submit a post- Phase 2 engineering report and the associated monitoring data to <br /> FDEP and USACE (90 days post survey) . This report will also serve as the Phase 1 , year 1 <br /> annual physical monitoring report . <br /> Task 6 — Post-Phase 2 Construction Biological Monitoring - Escarpmentse EAI will conduct <br /> visual surveys for escarpments along the entire project area (R20 to R55 ) to fulfill post-Phase 2 <br /> construction monitoring requirements of FDEP Specific Condition 24 and item 5 ( including 5a <br /> through 5b) of the "Terms and Conditions" for the " Protection of sea turtles" in the USF& WS <br /> Biological Opinion dated December 2 , 2009 - in accordance with FFWCC protocol . Upon completion <br /> of construction and from May l to October 31 , both the treatments and controls will be monitored for <br /> the presence of escarpments (scarps) on a weekly basis . EAI will notify COASTAL TECH of any <br /> persistent scarps within the two treatments that may interfere with sea turtle nesting . COASTAL <br /> TECH will notify FDEP of the presence of those scarps and for coordinating any remediation <br /> measures , if required . The COUNTY will address leveling of escarpments as may be required . <br /> Escarpment data for the two controls will be included in the annual report as a basis for evaluating <br /> Project effects . <br /> Task 7 — Post-Phase 2 Construction Sea Turtle, Lighting , and Shorebird Monitoring and <br /> Reporting : EAI and IRG will perform post-Phase 2 construction sea turtle monitoring services EAT <br /> will directly confer with existing Marine Turtle Permit Holders in collaboration with the COUNTY to <br /> appropriately coordinate the project monitoring by EAI with the existing yearly monitoring efforts . <br /> Turtle monitoring services by EAI shall be in accordance with FFWCC guidelines . <br /> EAI will also conduct post-Phase 2 beachfront lighting surveys as required by FDEP Specific <br /> Condition 27 (May 15 , June 15 , July 15 , August 15 and September 15 ) along the entire project area <br /> and submit a summary report of the survey and documentation of property owner notification to FWC <br /> by the 0 of the following month with a final summary report provided by December 15 . Consistent <br /> with item 11 of the "Terms and Conditions" for the "Protection of sea turtles" by the USF& WS <br /> Biological Opinion dated December 2 , 2009, the June 15 lighting survey by EAI will serve as the <br /> USF& WS 30 day post construction lighting survey . In conjunction with the Post Construction Phase <br /> 2 — Sea Turtle Monitoring, EAI shall conduct shorebird surveys along the entire project area as <br /> required by FDEP Specific Condition 35 (May 1 through August) . Within 60 days post-construction, <br /> EAT will provide a report to the USF& WS describing the actions taken and the information required <br /> under item 13 of the USF&WS Biological Opinion dated December 2 , 2009 . <br /> IRG will perform the field work required under FDEP Special Condition 32 for assessing sea turtle <br /> population levels in the nearshore area within and adjacent to the project area . This assessment is to <br /> be conducted quarterly, post-construction with the first survey for the post-Phase 2 construction <br /> monitoring being conducted in the summer quarter (June-August) . Following the initial survey, <br /> surveys will then be conducted during the fall quarter 2010 ( September-November) , winter quarter <br /> 2010-2011 ( December-February) and spring quarter 2011 (March -May) . The surveys will be <br /> conducted in accordance with the requirements of Special Condition 32 of the issued permit, and will <br /> employ the same methodology and transect locations used in the 2007 baseline study of nearshore sea <br /> turtle abundance conducted by IRG for COASTAL TECH and Indian River County . The <br /> methodology will include concurrent sampling of the project area and an appropriate control area to <br /> allow potential project effects on nearshore sea turtle abundance to be separated from natural <br /> background variability . <br /> Page 6 of 8 <br /> October 4, 2010 <br />
