A TRUE COPY
CERTIFICATION ON LAST PAGE
J . K . BARTON , CLERK
County Indian River
PROJECT DESCRIPTION AND JUSTIFICATION
5 . NEEDS STATEMENT :
Indian River County currently has Zetron 3200 workstations and Interact MIS and
GEO at all four of our PSAPs . Our main PSAP , the Indian River County Sheriff' s
Office , has had this equipment in place since August , 2004 . All of our equipment is
under a co-terminus maintenance contract with AT & T that will expire in 2011 . We
are experiencing regular equipment failures at this PSAP due to the age and heavy
usage of the equipment . When repairs are delayed while locating replacement parts
the service level we offer suffers . Due to our need to replace our current equipment
as soon as possible , Indian River County is requesting consideration for Priority One
Grant assistance .
To insure continued operations of the county' s E911 system , the current system
needs immediate replacement . Indian River County ' s current funding is insufficient
for the replacement and purchase of equipment for all of our PSAP ' s .
We currently have capital funds budgeted that will allow us to replace a portion of
our PSAP ' s equipment . These funds have been budgeted to begin a replacement
program for the same equipment in our Vero Beach Police Department PSAP , the
Sebastian Police Department PSAP and the Emergency Operations Center PSAP .
Award of this grant would allow us to replace all of the Indian River County Sheriff' s
Office , our main PSAP , equipment while utilizing the funds we have budgeted to
begin replacement of equipment at the remaining PSAP ' s allowing for system
reliability and keeping the same call taking equipment throughout the county .
6 . PURPOSE : The purpose of this grant request is to replace the current E911 system
at the Indian River County Sheriff' s Department with one that will meet the goals set
forth by the State of Florida ' s 911 Plan on Enhanced 911 Systems . Our current
equipment is aged and experiencing equipment failures on a regular basis . Many
times this will cause a workstation to be out of service for twenty four to forty eight
hours . The current equipment in all of our PSAPS is under the same maintenance
agreement with AT & T . That contract was set for seven years and will expire during
2011 .
In addition , the recording equipment at this PSAP is going on seven years old and
cannot be upgraded to meet the needs of new call -taking equipment . A new
recorder will have to be purchased at the same time as the CPE .
E911 State Grant Program Application, effective 8/1 /2010 Page 3
W Form 3A, incorporated by reference in Fla.
