Indian River County Sector 3 Beach and Dune Restoration Project Page 4 <br /> Exhibit A — 2013 Scope of Work <br /> Surveys will only be conducted when weather conditions are acceptable for survey <br /> accuracy and safety. To eliminate the effect of day-to-day variability in turtle <br /> sighting conditions on the data set, surveys of the Treatment and Control sites will <br /> be conducted on the same day. If deteriorating weather conditions do not allow for <br /> a complete survey of both sites to be conducted in the same day, the entire survey <br /> effort will be repeated on the next acceptable date at no additional costs to the <br /> County. <br /> 8) Nearshore Hardbottom Monitoring (FDEP Special Conditions No. 48 through <br /> 54). CSA will perform nearshore hardbottom monitoring within and surrounding <br /> the Project Area, extending from R-20 through R-65 (including reference areas), <br /> to fulfill requirements for "Nearshore Hardbottom Monitoring" as identified in the <br /> FDEP-approved Biological Monitoring Plan. This task will consist of two <br /> elements, field surveys along pre-established transects and ground truthing and <br /> interpretation of aerial imagery. <br /> Transect monitoring will include the survey of a total of 23 previously established <br /> permanent cross-shore transects (R-21 , R-22 , R-24, R-25 , R-26, R-28 . 5 , R-30 . 5 , <br /> R-32 , R-349 R-369 R-385 R40 , R429 R441 R-489 R-509 R-52 , R-549 R-569 R-60 . 59 <br /> Ref. R-63 , and Ref. R-65 ), with the collection of video, still photographs, and <br /> repetitive in situ quadrat data. The field surveys will also include the mapping of <br /> the nearshore edge of hardbottom along the length of the Project Area from R-20 <br /> through R-57 (approximately 36,000 ft). Nearshore transect surveys and <br /> nearshore hardbottom edge mapping are projected to be performed at a rate of 1 . 5 <br /> fixed transects surveyed per day or about 6,000 feet of hardbottom edge mapped <br /> per day, including limited time potentially lost due to local inclement weather <br /> events (thunderstorms and rough seas) which may occur during the summer <br /> survey period. <br /> CSA will digitize current aerial images obtained from the County to produce GIS = <br /> based nearshore habitat maps (ESRI shape files) . It is the responsibility of the <br /> County to coordinate with the appropriate contractor to ensure that quality <br /> aerial imagery is provided To the extent practical, the collection of aerial <br /> imagery will be timed to correspond with a period of good water clarity and <br /> allow for concurrent in situ diver ground4ruthing for habitat verification. <br /> CSA will perform ground-truth verification of the aerial photography via bounce <br /> dives and/or cross-shore video transects . Geo-referenced field positions will be <br /> included in copies of the ground-truthing photography and/or transect video <br /> record provided to EAI, the County, and FDEP . CSA will use the groundtruthing <br /> to verify interpretation of the aerials used to produce the GIS-based habitat map . <br /> 9) Post-Construction UMAM Analysis of Hardbottom Impacts. CSA will assess <br /> post-construction hardbottom impacts (physical burial) associated with the Sector <br />
