Indian River County Sector 3 Beach and Dune Restoration Project Page 5 <br /> Exhibit A — 2013 Scope of Work <br /> 3 Project. Using results of the field surveys and aerial imagery interpretation, <br /> CSA will conduct a Uniform Mitigation Assessment Methodology (UMAM) <br /> analysis, pursuant to Chapter 62-345 , F .A. C . The UMAM analysis will include <br /> qualitative descriptions of impacted communities and associated ecological <br /> functions, and quantitative estimates of the extent of impacts. CSA will confer <br /> with FDEP staff during the UMAM analysis to ensure concurrence on the extent <br /> of impacts , or absence thereof, attributable to the Sector 3 Project. The UMAM <br /> spreadsheets, in addition to supporting documentation, will be provided in hard <br /> copy and digital format to the COUNTY for review prior to submittal to FDEP . <br /> 10) Data management. All data collected during the project will be incorporated into <br /> an Access database or Excel spreadsheets maintained by EAI and/or CSA. <br /> Appropriate QA measures will be implemented to ensure that data are completely <br /> and accurately transferred from field data sheets to these electronic databases. <br /> 11 ) Reporting. Unless otherwise specified below, all reports will be delivered in a <br /> format (hard and/or electronic) and in such quantities as requested by the County. <br /> a) Lighting Survey: Field data sheets identifying all problematic exterior light <br /> sources within the Sector 3 Project Area and providing recommendations for <br /> remedial measures will be submitted to the County. <br /> b) Scarp Monitoring : The location of any scarp that persists for two consecutive <br /> weekly surveys will be reported to the County by phone or electronically. <br /> Results of surveys conducted each month, including locations, heights, and <br /> lengths will tabulated each month for inclusion in the Nesting Beach Sea <br /> Turtle Monitoring reports . <br /> c) Nesting Beach Sea Turtle Monitoring : EAI will submit (electronically) <br /> monthly reports of all nesting beach monitoring activities to the County, <br /> including dates and times of monitoring, names of monitoring personnel, <br /> numbers of sea turtle nests and false crawls, by species, and numbers of nests <br /> marked and fated within each phase of the Project Area. Upon completion of <br /> all field monitoring activities, an Excel spreadsheet tabulating sea turtle <br /> monitoring results, as required by FDEP Special Condition No . 29, will be <br /> prepared and submitted to the County and FWC . Upon conclusion of data <br /> analyses for the 2013 nesting season, a draft interpretive report, including an <br /> assessment of project impacts, if any, will be submitted to the County. This <br /> assessment will be based on statistical and other comparisons of nesting and <br /> reproductive success between treatment and control areas . EAI will meet with <br /> the COUNTY to review and identify any changes warranted in the interpretive <br /> report. After such changes are made by EAI, a final draft of the report will be <br /> submitted to the County. <br />
