3 . Vulnerability Analysis (CAMEOfm Scenario Page) <br /> (a) For each Extremely Hazardous Substance present over the Threshold Planning <br /> Quantity (TPQ) , create a New Scenario page (if a Scenario page hasn ' t been <br /> created already) and enter the maximum amount in the largest container or <br /> interconnected containers in the Amount Released field of the Scenario <br /> Description tab . <br /> (b) On the Scenario page (s) Scenario Description tab, enter the concentration <br /> percentage in the Concentration field . <br /> (c) On the Scenario page(s) Scenario Description tab , enter the release duration in <br /> the Release Duration field as follows : <br /> ( 1 ) Gases — 10 minutes <br /> (2) Powders or solids in solution — 10 minutes <br /> (3 ) Liquids — No value shall be entered <br /> (d) On the Scenario page (s) Scenario Description tab , use the weather default <br /> settings or, enter average wind speed (don ' t enter a value in the Wind From <br /> field) and Urban or Forest is recommended in the Ground Roughness field . <br /> (e) On the Scenario page (s) Scenario Description tab, rate the Risk, <br /> Consequences and Overall Risk of a release occurring at the facility on the <br /> bottom of the Scenario Page (the Risk Assessment should be based upon the <br /> Extremely Hazardous Substance, previous release history , maintenance <br /> conditions etc . ) . <br /> (f) After entering the information noted above on the Scenario Description tab <br /> and clicking on the Estimate Threat Zone Radius button , CAMEO will <br /> automatically estimate the extent of the vulnerable zone that may cause injury <br /> or death to human populations following an accidental release . <br /> (g) On the Scenario page (s) notes tab , enter an estimate of the total exposed <br /> population within the vulnerable zone(s) . <br /> (h) On the Scenario page(s) notes tab, identify each critical facility by name and <br /> maximum expected occupancy within the vulnerable zone (s) (schools, day <br /> cares, public safety facilities, hospitals, etc . ) . If there are no critical facilities <br /> within the vulnerable zone (s) , that shall be noted . <br /> D . Supporting documentation shall be submitted to the Division which lists the facilities for <br /> which a hazards analysis was not completed . In addition to the facility name and address, <br /> supporting documentation should indicate whether : <br /> 1 . Facility has closed or is no longer in business . <br /> 2 . Facility is not physically located in the County ( indicate appropriate County <br /> location , if known) . <br />
