BARTON , CLERK <br /> Be <br /> Strikethrough and underline based upon the adopted version of Ordinance 08- 14 , May 21 , 2009 ( Final SSA Exhibit B , March 18 , 2010) <br /> CITY OF FELLSMERE CHAPTER 1 : FUTURE LAND USE ELEMENT <br /> • Requires consideration of sustainable , " Green " building and neighborhood design and low <br /> impact site planning practices . <br /> Policy 21 . 1 : Development Allowances . The FJV Properties shall be governed by the conceptual plan <br /> required by Policy 21 . 2 and adopted as an overlay map to the future land use map within the <br /> Comprehensive Plan . The initial phase ( Phase 1 ) shall encompass 7 , 150 acres and be limited to <br /> a <br /> maximum of 8 , 171 residential units and a minimum of 2 , 340 , 000 square feet and a maximum of <br /> 6 , 000 , 000 square feet of non -residential uses . Civic uses , institutional uses , schools , as well as <br /> all <br /> development authorized on lands dedicated to the City for targeted industry shall be part of the minimum <br /> and maximum non - residential allowances . <br /> The maximum development allowances across the entire gross acreage of the FJV properties shall be <br /> limited to 19 , 750 units and a minimum of 4 , 000 , 000 square feet and a maximum of 8 , 000 , 000 square feet <br /> of non - residential uses . <br /> All applications for amendment to the VOF for obtaining additional development rights associated with <br /> future phases shall be accompanied by the following : <br /> 1 . Planning area — The planning area shall encompass the gross acreage of the FJV property and shall <br /> be provided in the form of a legal description and sketch . The data and analysis outlined below shall <br /> also consider the functional relationships within the Planning Area . . <br /> 2 . Conceptual Map —The applicant shall provide a revised conceptual map consistent with Policy 21 . 2 <br /> indicating prior, current , and future phase locations and allocations of uses . <br /> 3 . Existing use — An analysis of the existing uses shall be provided in both text and graphic format for <br /> the subject property and immediately adjacent properties . <br /> 4 . Needs Analysis — To allow the City of Fellsmere to properly plan for future growth and to ensure that <br /> an oversupply of housing or nonresidential space will not occur, a needs analysis shall be provided <br /> specifically addressing the need for future housing and non - residential demand through the planning <br /> horizon . <br /> 5 . Environmental Analysis — A preliminary environmental assessment based upon best available data , <br /> such as aerial map interpretation , soil survey data , agency database searches , shall be provided . <br /> The analysis shall identify potential wetlands and native upland communities that may exist in the <br /> Comprehensive Plan Goals , Objectives and Policies - Future Land Use Element 1 -2 <br />
