BARTON , CLERK <br /> Be <br /> Strikethrough and underline based upon -the adopted version of Ordinance 08 - 14 , May 21 , 2009 (Final SSA Exhibit B , March 18 , 2010) <br /> CITY OF FELLSMERE CHAPTER 1 : FUTURE LAND USE ELEMENT <br /> Planning Area and immediately adjacent properties . The analysis shall address potential linkages of <br /> off-site wetlands and native upland habitats with potential environmental resources on site . <br /> 6 . Financial Analysis — To ensure that proposed development is capable of financing the capital needs <br /> of required public infrastructure and to minimize the fiscal impact to the City of Fellsmere , a fiscal <br /> impact analysis shall be provided . <br /> 7 . Public Facilities Analysis — To ensure that adequate public facilities (transportation , water , sewer; <br /> solid waste , drainage , recreation , and public schools ) will be maintained , an analysis of the potential <br /> impact shall be provided for the maximum development allowances reflected on the conceptual map <br /> for the current phase allocation . <br /> 8 . Potable Water Supply — The application shall contain an analysis of the potable water supply <br /> demands that would result under the proposed phase of the VOF future land use and shall include an <br /> identification of potential sources . The analysis shall include a listing of current water supply permits <br /> that may exist over the subject property . <br /> 9 . Stormwater management — To ensure that future development will be consistent with the plans of the <br /> St . John ' s River Water Management District , a summary of the existing and conceptual stormwater <br /> regime for the Planning Area shall be provided . This summary shall contain for the Planning Area <br /> the following information : ( a ) list of current SJRWMD stormwater- related permits on the subject <br /> property , ( b ) discussion of the historic drainage outfall ; ( c ) soil survey data ; (d ) estimated depth <br /> to <br /> water table ; ( e ) review of agency plans for acquisition potential for Stormwater Management Areas ; <br /> and (f) description of the existing and proposed stormwater management system . <br /> Policy 21 . 2 : Conceptual Map . The conceptual map for the entire gross acreage of the FJV property , <br /> reflected as Figure B . 21 of the Comprehensive Plan , is an overlay to the future land use map and shall <br /> be maintained with the following data : <br /> a . Base Map — Reflecting the existing city boundary and adjacent natural resources , existing public <br /> facilities , and the gross acreage of the FJV property covered by the conceptual map ; <br /> b . Villages - Identification of the number , size , and location of Villages including the amount or range <br /> of residential units and nonresidential square footage allocated to each Village ; <br /> c . Employment Activity Centers - Identification of the number, size , and . location of Employment <br /> Activity Centers including the amount or range of nonresidential square footage allocated to each <br /> Employment Activity Center; <br /> Comprehensive Plan Goals , Objectives and Policies - Future Land Use Element 1 -3 <br />
